The Kansas City Missouri Police Department received a letter (attached) from an attorney acting on behalf of Chase Moss. Concerning the letter content, prior to contact with of?cers Moss was injured in a ?ght at a strip club and then was involved in a rolling gun battle. Of?cers intervened and Moss resisted arrest by ?eeing. After the arrest, Moss further resisted in the detention facility. Below is a factual summary of the events that occurred early March 6, 2018, involving Moss: At 2:31 am. March 6, of?cers conducting routine patrol near Independence and Hardesty avenues heard 8?10 gunshots nearby. They drove toward the sound of shots and saw the occupants of two cars one of which was driven by Moss shooting at each other as they drove. Moss?s car also had no headlights on. Upon seeing of?cers, Moss ?ed. As he turned onto Chelsea Avenue, he lost control of his vehicle, striking a parked car and then attempted to run from the accident. As Moss exited the driver?s side of the vehicle, of?cers saw him holding a small ri?e. They ordered him to drop the weapon. Moss ?ed on foot, carrying the weapon with him. A sergeant eventually located Moss between houses. In the dark, the sergeant did not know whether Moss was still armed. Moss advanced on the sergeant as though he would engage him in a struggle. Instead of ?ring his duty weapon, the sergeant kicked Moss in the torso, which brought him to the ground, where the sergeant took him safely into custody Without further incident. Other of?cers found the gun Moss had been carrying nearby on the ground. It was a Romak micro ri?e .762. The sergeant who took him into custody reported that it appeared Moss had been in a prior altercation and was bleeding from the mouth. He had abrasions on his face, and his clothes were blood?stained. Moss told the sergeant that he ?had gotten into it with someone at the club,? and someone had been shooting at him. Another gun a Glock handgun and marijuana were recovered from Moss? vehicle, along with his state identi?cation card and credit card. Persons in the area indicated Moss had earlier been ejected from the strip club and appeared to have blood on his face at the time. Moss was said to have also exposed an extended gun magazine to persons while he was in the strip club parking lot. From there, Moss became involved in a rolling gun battle. Moss was transported via patrol wagon to the East Patrol Division detention facility and placed in a cell. He maneuvered his cuffed hands to his front. Detention staff asked Moss if he would change into the blue detention uniform required by the Jackson County Jail, to which he would soon be transferred. Moss refused. Police of?cers were called in to assist in changing Moss, which is protocol when an inmate refuses to change into the jail uniform. Moss actively resisted the of?cers for an extended period of time as they attempted to change him into the jail uniform. The struggle exacerbated the wounds Moss had received prior to his contact with police. Moss was transported to a nearby hospital. He left Detention on foot in the care of KCFD. The investigation into Moss?s criminal activity earlier in the night is ongoing. He was questioned and released pending further investigation. The mission of the Kansas City Missouri Police Department is to protect and serve with professionalism, honor and integrity. Of?cers are trained to engage suspects only at the level necessary to ensure safety and compliance. Moss had been injured in an altercation prior to his contact with police, according to both Moss and other persons present. After engaging in a rolling gun battle that put the lives of many people at risk, he ?ed from police while armed. He then tried to attack the arresting sergeant. Once transported to detention, Moss refused to change into the required jail uniform on his own and actively resisted of?cers who tried to assist him With the change. Members of the KCPD try to avoid the use of force as much as possible, but Moss? actions required the actions the of?cers took in this incident.
