SEC. llll. None of the funds made available

2 under this Act to the Department of Justice may be used
3 to prevent or delay the approval of an application, which
4 complies with all applicable requirements, submitted to the
5 Attorney General to possess, distribute, or manufacture
6 a schedule I controlled substance, including marihuana,
7 for the purposes of conducting research, for a substance
8 that is legal for medicinal use pursuant to State law in
9 Alabama, Alaska, Arizona, Arkansas, California, Colo10 rado, Connecticut, Delaware, Florida, Georgia, Hawaii, Il11 linois, Indiana, Iowa, Kentucky, Louisiana, Maine, Mary12 land, Massachusetts, Michigan, Minnesota, Mississippi,
