Center for Student Involvement Phone: 330-672-2480 Fax: 330-672-2052 October 7, 2013 Ade Adesanya President, Kappa Alpha Psi Fraternity Kent State University Dear Ade: After review of documentation regarding the allegation of hazing which were brought to our attention on August 27, 2013, review of the files of the organization over the last six years and the recommendation of the investigative committee , I have decided to accept the recommendation of two years of suspension from the University plus an additional year . The additional year was given as a result of a review of the recent history of violations that have resulted in social probation and other investigations of misconduct related to membership intake acti vity. Therefore, this letter serves as formal notification that Kappa Alpha Psi Fraternity has been suspended as a registered student organization at Kent State University, effective immediately. The duration of this suspension will be for three (3) full years, through May 30, 2016. If the fraternity chooses to pursue student organization recognition in the fall of 2016, the University will work with regional and national officers of the organization to review said request. This suspension means that the chapter will be not permitted to function in any way as a student organization on or off campus, or participate in Greek life activities. Upon the completion of the suspension, the chapter must satisfactorily complete the following activities in order to be considered for recognition as a registered student organization:  Submit to the Assistant Director for Greek Affairs a new member education plan. This plan should be in consultation with staff from your national or regional office and appropriate documentation acknowledging their review should be included.  Plan and implement an educational program that addresses the dangers of hazing and its impact on individuals and the broader University community.  Provide documentation of attendance, and involvement in a Risk Management workshop. This workshop can be held by your regional or national office. If you would like to appeal the sanctions and decision documented in this letter, you may do so by submitting a written letter of appeal within fourteen (14) days of receipt of thi s letter to the Associate Vice President and Dean of Student s, Dr. Shay Little sdlittle@kent.edu. On August 27, 2013, Dr. Rashid issued a "cease and desist" letter to] The same day, Charles Dawson, East Central Province Polemarch (Regional Director), also sent a "cease and desist" letter to the officers and members of the Gamma Tau Chapter. On August 27, 2013,-met with Ms. Marshall and Meredith Bielaska to discuss the "cease and desist" letter. Office of Student Conduct PO. Subsequent to this meeting, Ms. Marshall supplied documents from the last several years authored by KSU personnel pertaining to the Kappas. They included: October 24, 2008 -- '"cease and desist" letter due to an alleged hazing charge; and April 23, 2010 -- "suspended" letter due to an alleged hazing charge; and June 1, 2010 -- "reinstatement" letter ending the suspension and providing stipulations; and January 26, 2011 -- "cease and desist" letter due to an incident at an event; and February 11, 2011 -- "social probation" letter for the spring 2011 semester and providing stipulations; and March 18, 2011 "cease and desist" letter due to alleged pre--pledging and hazing; and May 16, 2011 -- "follow--up" letter requiring the organization to fulfill the stipulations from previous alleged hazing activities; and June 13, 2011 -- "probation" letter for one year with stipulations. Se tember 19 2013 Page 3 of4 Conc|usion(s) and Recommendation(s) The Kappas have not adhered to their own standards nor the university's guidelines pertaining to recruiting new members. Over the last several years, the Kappas have been investigated, sanctioned, and given numerous opportunities to seek out resources that could improve their standing as an organization. Unfortunately the Kappas have either not sought out assistance and/or they have not taken advantage of advisement and continue to abandon expectations. There has only been circumstantial evidence of hazing through physical violence (paddling/caning) and mental anguish (unsanctioned and inappropriate activities including running errands) made available to the investigation committee. For these reasons, we offer the following recommendations 0 Recognition for Kappa Alpha Psi, Gamma Tau Chapter at Kent State University be terminated immediately; and 0 A period of two years (through Fall 2015) must pass before an interested group of students who want to be recognized by Kappa Alpha Psi at Kent State University may seek recognition; and I If recognition of Kappa Alpha Psi is sought by students in the future, the Center for Student involvement may supply appropriate expectations to successfully complete reinstatement in addition to information regarding the Kappa's behavioral indiscretions so interested persons are aware and may not inadvertently make the same decisions that led to their recognition termination.
