SUPERIOR COURT FOR THE DISTRICT OF COLUMBIA CRIMINAL DIVISION UNITED STATES VS Melvin Duick On Friday, August 2, 2013, at approximately 0529 hours, members of the Sixth District Metropolitan Police Department and Washington, DC. Fire Department received a radio assignment from the Office of Unified Communications for a shooting victim at the intersection of 18th 8: Street, SE Washington, DC. MPD Officers and DCFD personnel arrived on the scene and located, MIKEY LEDBETTER, hereinafter referred to as the decedent, lying in the street suffering from an apparent gunshot wound to the back. The decedent was transported to Medstar. Washington Hospital Center, by Ambulance 15 for medical treatment, but eventually succumbed to his injury. The decedent was pronounced dead at 0840 hours of Dr. Street of the hospital staff. The decedent was transported to the Office of the Chief Medical Examiner pending an autopsy. Detectives with the MPD Homicide Branch responded to the scene and located the crime scene in front of 1603 18th Street, SE Washington, DC. The decedent and a witness, hereinafter were found to be occupants in a vehicle parked in front of that location. Technicians with MPD's Mobile Crime section processed the vehicle and located a .40 caliber shell casing on the rear driver's side floor board. W1 reports that IT fell asleep inside the vehicle after driving back from a club with the decedent. W1 was awakened by being struck, heard the decedent yell "watch out," and then W1 heard a gunshot. W1 observed (3) three black males with bandanas standing at the vehicle. W1 then observed one of the black males holding and pointing a firearm in their direction. One of the black male subjects stated words to the effect of "you bitch ass nigga, empty out." One of the black males removed a firearm from W1's waistband, as well as U.S. Currency and narcotics from his pockets. The other black males removed U.S. Currency from the decedent's pockets. The suspects then fled the scene. After the suspects fled, the decedent and W1 exited the vehicle and at this time W1 observed that the decedent had been shot. W1 reports that although the suspects wore bandanas, IT recognized the black male holding and pointing the firearm from a previous altercation. W1 identified the black male subject as "Melvin", bald head. about 5'10" in height, with a pointy head and heavy. W1 also stated IT has known "Melvin" for about a month and a half, and has seen him on an almost daily basis since that previous altercation. W1 further stated "Melvin" drives a white Mitsubishi Galant. 4 door, with box--style headlights. MPD Detectives were able to obtain the name of a subject known as MELVIN QUICK who hangs out in the area of 18th 3. Street, SE. and operates a white 4--door vehicle. Detectives queried the MPD Databases and found an arrest photo of MELVIN QUICK. W1 was shown the single photo of MELVIN QUICK and stated, "that's Melvin". W1 further stated, "Melvin popped Mike," and "pointed a strap at me and told me to empty out." Melvin Quick as W1 reported that during the early morning hours oi August 2. 2013. lT had consumed four. hard liquor alcoholic beverages. and smoked one marijuana joint, Officers of the Sixth District were also able to advise that they had stopped MELVIN QUICK near 18th Street SE earlier the morning of August 2. 2013. Officers further reported that they had stopped Mr. QUICK in a white 4-door Mitsubishi Galant bearing DC tags ED 1505. Members oi the Washington. DC. CARTF (Capitol Area Regional Task Force) were provided a photo and description of MELVIN Within a few hours, members of the CARTF located MELVIN QUICK in the 1800 block of Minnesota Ave, SE. Washington DC. The white. 4 door Mitsubishi Galant bearing DC tags ED 1505 was located a block away. The defendant. MELVIN was taken into custody. transported to the MPD Homicide Branch and charged with First Degree Murder while Armed. The defendant was advised oi his Miranda rights. waived his rights. and consented to an interview, While the defendant was being processed. Detectives located personal papers in the name of the decedent within his property. The defendant l5 Identified as QUICK. MELVIN EDWARD, a black male. (DOB) 9/10/1985.
