On 04-24-13, Connecticut State Police Detective Daniel Bavosi was assigned by Sgt. Delgrosso #110 of the Eastern District Major Crime Unit to assist the Eastern Connecticut State University (ECSU) Police Department regarding a missing person case. The missing person is being identified as a second year female student having a date of birth of 11-24-92 and is a student at ECSU. it was reported that the missing person had not been heard from or seen since the evening on 04-20-13. Detective Velazquez #370 and Detective Mahar #569 also assisted in the case. 3. On 04-24-13, ECSU Professor ldjadi reported to the ECSU Police Department that one of his students, Student 1 was concerned that she had not heard from or seen her friend and fellow student, the missing person, since approximately 2300 hours on 4-20-13. 4. On 04-24-13 ECSU Off. Miranda #344 spoke with student 1 who said that the last time that she spoke with the missing person was on Saturday night, April 20, 2013 at approximately 11:03 pm. Student 1 stated that she had a short texting conversation with the missing person on 04-20-13 between 5:06 pm and 11:03pm. Student 1 stated that the conversation was regarding an argument that the missing person was having with her boyfriend, Jermain. Student 1 does not know .lermain's last name. Student 1 stated that on 04-24-13 she had attempted to call the missing person on her cell phone (860) 428-6675, but the call went straight to voice mail. She lives in I Dorm Room number]. he missing person and I become close friends this Spring Semester 2013. On Friday April 19, 2013 [the missing person] and were hanging out together around 5 PM. We went to basketball fundraiser on campus. We left the fundraiser around 8:30 PM. We walked from the Sports Center on campus to my dorm room at Rise. We got to my dorm roam around 8:40 PM. It was just us two. he missing person] hung out with me to about 12:30 AM. She left my dorm room and she said she was walking back to her dorm room. he missing person] was planning on hanging out with her boyfriend Jermaine on Saturday 04/20/13. She normally sees her boyfriend every weekend. She left alone to her dorm. That was the last time actually saw I the missing person]. On Saturday April 20, 2013 at 12:32 PM lgot a text message from [the missing person cell phone. Her phone number 860- 428- 6675. She wrote to me really think it's time for me to be single". I texted her why? Her response was that her patience was wearing in this relationship and she wanted to explore other options. Her conversation was about her boyfriend Jermaine. he missing person] and Jermaine had been dating about 4 years. The text messages she sent to me were spread out during that day. She sent another text message that Jermaine was trying to make up to her for his attitude. He was feeding her. She sent me a text message at saying I'm on my way back. It's over" At 9:48 PM she sent a text that she said she would explain it to me when she came up to my dorm. She asked if I was in my dorm room. I said yes. At 11:03 PM she sent me a text and said i had to get out that car. l'm walking be by you soon. I need a drink". That was the last text message that I received from [the missing person]. She did not show up to my dorm room. i waited up for [the missing person] till 12:call her. i thought that maybe she and Jermaine were talking things through. On Sunday 4/21/13, I sent [the missing person] a text in the afternoon. She never responded. did not hear from [the missing person] at all on Sunday. On Monday 4/22/13 [the missing person] and i had Ecology class. She did not show up for class. i called [the missing person's] cell phone three (3) times. There was no answer. icalled her at 5:37 PM. I called her again at 5:38 and called her one more time at 5:38. There was no answer. The calls went straight to voice mail. ldid not leave her any messages. I don't know of anyone else who has the missing person's] cell phone number. ldon't have Jermaine': cellphone number. don't even have [the missing person's] family members' phone numbers. Today Wednesday 04/24/13, Iasked one of my roommates Stephanie, to go see if[the missing person] was in her dorm room. Stephanie went to I Dorm and called me. Stephanie told me that [the missing person] was not there and I the missing person's] roommates said they hadn't seen her slnce Saturday morning. Isent a text to the RA at the I dorm namedfstudent 2] asking if he had seen [the missing person] and he said no. I then went to my Ecology Professor, Professor Ijadi and asked him if he had seen [the missing person]. He said no. The professor asked me if something is wrong. I told him that [the missing person] had been missing for a couple of days. Professor Ijadi said he would speak with me after class. After class I met with the professor. I told him that I had not seen [the missing person] since Saturday. Professor Ijadi said he would try to get the emergency contact phone numbers of[the missing personhome. He then would call campus police. The last time Isaw [the missing person] on Friday night she was wearing a red blazer with a tan shirt, light colored stonewashed blue jeans with rips in the jeans. She had on Cheetah print shoes with silver spikes on the front of the shoes. The shoes were flats. She had a flip top phone color black grey color. She was wearing eyeglasses. She was wearing a doubled chain cross necklace with three (3) crosses on it. One of the crosses has diamond rhinestones. {the missing person] and I bought the same necklace. She normally wears a Pink and grey colored North Face Fleece full zip up jacket. She normally carries a Cheetah print purse. She carries her school ID on a blue colored Lanyard. I have no idea where [the missing person] could be. She doesn't have any other boyfriends on campus. The only boyfriend she has is Jermaine. The last I knew was that she was breaking up with Jermain. 6. On 04-24-13 ECSU police contacted the missing person's mother, to inquire if she knew where the missing person was. She did not know and has not spoken with her in days. 7. On 04-24-13 several of the missing person's family members arrived at ECSU police department to assist in locating her. One of the people that arrived at the police department is witness 1, the sister of the missing person. Witness 1 provided a written statement to Officer Snow #300, regarding her interactions with the missing person's boyfriend Jermaine. The statement is as follows: 8. "On 4-24-13, I received a call from my sister[ ]saying the Eastern Police called her saying they were trying to get a hold of my sister [the missing person]. Me and my fiancee, [witness 2] were calling around trying to get a hold of Jermaine, the guy [the missing person] was dating. We called all numbers we had for him and left messages. At around 5:30pm, [witness 2] received a call from Jermaine. [Witness 2 asked where [the missing person] was, and Jermaine told [witness 2] that he and [the missing person] got into a "verbal disagreement" on Saturday and he dropped her off at the Dairy Queen on Main St. near school because she wanted me to drop her ofi. Jermaine then said the gas station next to the Dairy Queen at about 10:00pm. Jermaine told witness 2] that after he tried to text her a couple of times and called her but her phone was ofi. I later spoke with my grandmother, [name withheld] who said Jermaine had called her earlier and told her he dropped [the missing person] off at 6:00pm at Dairy Queen. I later talked with Jermaine and he told me that he dropped the missing person] off at 10:30 pm near Dairy Queen. I asked him why did you leave my sister there? This seemed odd that Jermaine did not call any of my family when the missing person 1 was missing. lsay this because last summer, the missing person] lived with me and Jermaine was so possessive that he would call everyone in my family a bunch of times to try and find her. He did this all the time. One time he must have called seventy times. He even sat outside my apartment one time because he thought [the missing person] had gone out to a club. lalso know Jermaine had physical fights with [the missing person] at least three times during their relationship. One of these times was the first day of spring break (I think it was March 22) [the missing person called me upset saying she had a fight with Jermaine saying that he got her in a head lock and pinned her do wn on the bed so she couldn't breathe. She said Jermaine finally let her go and she called me. I went to pick her up to get her away from him. She was at a house in Norwalk which was owned by a patientJermaine services as a visiting nurse. This incident occurred at the clients house and Jermaine could have lost his job. he missing person I explained she meets him at this client's house and may have met him at other client's houses. When i picked [the missing person] up, she snuck out of the house and we left. i believe Jermaine has a child and has been part of a restraining order but I'm not sure from where. I also recall a conversation with [the missing person] a few weeks back when [the missing person] said Jermaine had told her when they were arguing gave up beatin on women"l know Jermaine is extremely controlling and I the missing person] was very effected by that. Last week she was talking about breaking up with him and she was going to cutback on spending time with him. I last spoke with her over the phone last week Wednesday or Thursday) when we talked about this. On Sunday, 4-21-13 I sent a text message to [the missing person] and it had an important message. She did not return the text or call and this is not like her at all. When I called Jermaine tonight after talking with police, tried to get him to meet us at Eastern. He said don't want to be a part of the pack, you already blame me." Jermaine the claimed he would come up on his own because we told him we would pick him up. He said, I'll go up myself. kept asking when and he finally said On 04-24-13 ECSU Off. Kuchta #367 obtained a written statement from witness 2. Witness 2 is the fiancee of witness 1. Witness 2 stated in a written statement that he was informed by Witness 1 that during this past spring break witness 1 received a call from the missing person during which the missing person had told witness 1 that the missing person had a physical altercation with her boyfriend Jermaine. During the altercation, Jermaine became angry and strangled her. Witness 2 went on to state that concerning the missing person from campus, he had attempted to call Jermaine several times without response. Finally Jermaine answered the phone. Witness 2 asked Jermaine when the last time he had seen or heard from the missing person. Jermaine told witness 2 that he had dropped her off at the Dairy Queen /gas station at about 10:00pm and that he had not heard from her since. Jermaine admitted to witness 2 that they got into a verbal altercation and wanted the Dairy Queen, which she did. Botting #21? obtained a written statement from a juvenile 15 years old] reiated to the missing person. The juvenile had stated among other things that from what she knows from her experience regarding the relationship between Jermaine and the missing person is that they talk and text each other all the time. The Juvenile stated that if Jermaine does not hear from the missing person, it is common for him to call all the family trying to find her. On 04-24-13 Chief Garewski, ECSU Police Department, assisted in this case by reviewing the surveillance cameras on campus. He was able to locate surveillance footage of [the missing person's dorm] of a black female with a strong resemblance to the missing person Chief Garewski was able to follow the black female as she left the building using other surveillance cameras. The surveilla nce footage showed the black female waiting outside [missing person's dorm] for several minutes until a black Nissan Aitima bearing CT reg. 297-ZOY pulled into the [dorm] parking lot and the female got into the vehicle on 04-20-13 at 1238 hours. At this time the missing person was wearing a pair of iight colored slip on flat shoes, dark colored pants, a light colored blouse, a dark colored jacket or sweater, cardigan style. The missing person is also wearing giasses and carrying a large dark in color bag with a long shoulder strap. There is aiso a light colored lanyard hanging from the missing person's right front pocket. On 04-24-13 a photo of the black female in [the dorm] was shown to Student 1. Student 1 identified the female as the missing person, based on her looks and clothing. Student 1 was also shown a photo of the female entering the Nissan Aitima. Student 1 also identified the female in the photo as the missing person. On 04-24-13 a DMV check CT reg. 297ZOY was completed. The registration came back to a black, 2009 Nissan Altima four door registered to Jermain V. Richards (12-16-82), 17 Hubbell Ave., Ansonia, CT. This vehicle has a Vin ii: 1N4AL21E59N498509. On 04-24-13, an Exigent Circumstances Request Form was sent to T--Mobiie Legal Affairs by Det. Kevin Snow of the Eastern Connecticut State University Police Department for an emergency "ping" of the missing person's cellular phone to determine the last known location of the phone. Based on the records provided by T-Moblle, the last known location of of the missing person's cellular teiephone was in the area of North Peters Lane, in Shelton, CT, on 04-20-13 at 1411hrs. According to Googie Maps, that location is approximately 6 miles northeast of the current address ofiermaine Richards of 11S Beardsley Park Terrace, Bridgeport, CT. On 04-24-13 Detective Velazquez and Detective Bavosi interviewed Jermain Richards at ECSU. Richards had arrived at the ECSU police station at the request of family members of the missing person. Richards drove from Bridgeport to Willimantic. Richards arrived with a black female by the name of Tammie. Tammie refused to reveal her last name. Tammie was asked to leave the room so an interview could be conducted with Richards. Tammie refused and threatened to remove Richards if she could not stay. Jermain requested Tammie's presence in the room. Tammie was allowed to stay. Prior to beginning the interview, Richards provided his current address of 115 Beardsley Park Terrace, Bridgeport, CT. He also stated that his cell phone number is (203) 864-7399 and that the service provider is Metro PCS. The interview with Richards was brief and repeatedly interrupted by Tammie, but Richards was able to make a brief verbal statement. Richards stated that after he dropped her off he then drove his vehicle to get gas at another gas station down the road because the gas was cheaper. We asked Richards which way the missing person walked and he stated that he did not know. As we asked more questions about the missing person, Richards refused to speak any further. Jermain and Tammie made a decision to leave the interview room. The interview lasted approximately 10 minutes. Jermain Richards refused to show these detectives the location where he reportedly dropped off the missing person. 16. That the Eastern CT State University Police reported that the missing person last used her building key fob on Saturday, April 20, 2013. 17. That on April 25, 2013, the CT Coalition Against Domestic Violence reported that the missing person was not in any CT domestic violence shelter. 18. That on 04-25-13, Det. Keith Hoyt contacted Nursing care, a past employer of Jermain Richards. Det. Hoyt was provided with a contact number forJermain Richards as 203-933-9198. 19. That the Eastern CT State University Police reported that on April 25,2013 at approximately 2 a.m. they contacted emergency departments at Windham, Rockvilie, Manchester, Hartford, Danbury and St. Francis hospitals and learned that the missing person was not at any of the hospitals. 20. That CT State Police Sergeant James Thomas on April 25, 2013 at approximately 2:20 p.m. contacted Bridgeport Hospital, Griffin Hospital, Yale-New Haven Hospital, St. Raphael's Hospital and St. Vincent's Hospital and learned that the missing person was not at any of the hospitals. 21. That the CTState Police Emergency Services Unit, including search and rescue dogs using a scent article belonging to the missing person searched the area of Eastern CT State University, Dairy Queen on Main Street in Willimantic and surrounding areas but did not find evidence of the missing person. 22. That the CT State Police also entered the missing person's dormitory room at Eastern CT State University; there was no sign of a struggle within the room. 23. That on Thursday April 25, 2013 Detective Daniel Cargill (CSP--EDMCS) contacted witness a member of the group of which the missing person is a member. Witness #3 stated that the last time she talked to the missing person was on Thursday April 18, 2013 at 3:46 pm. Witness #3 knew the exact time because she checked her caller ID on her cellular phone. The call between witness #3 and the missing person that day was a typical conversation they would have on a regular basis about the organization and school. The missing person had been stressed about the ongoing final exams but gave no indication of any problems in or out of school. Witness #3 also stated that the missing person told her she would not be able to attend the annual banquet luncheon on Saturday April 20, 2013 because she was going to her grandmother's house that day with her boyfriend. The missing person stated to witness #3 that the plans to visit her grandmother had been made before the luncheon was scheduled. Witness #3 stated to Det. Cargill that the banquet time had recently been changed to a luncheon rather than to original dinner banquet. Witness #3 stated that the missing person's boyfriend calls the excessively on her cellular phone. Witness #3 further stated that the missing - person does not have any other boyfriends at school or in the area of schooi. On 04-25-13, a Search Warrant application was submitted and approved for the search of the 2009 Nissan Altima, CT registration 297ZOY, registered to Jermain V. Richards. On 04-26-13, Jermain Richards was located in his vehicle at the Enterprise Rental Car Agency, located 114 Commerce Ave., Fairfield, CT. Jermain Richards was ordered out of the vehicle at which time Det. Joseph Bulcowski advised Richards of his Miranda Warnings. On 04-26-13, at approximately 1700hrs., the 2009 Nissan Altima was seized under the authority of the valid search warrant. Du ring the interaction with Richards, and the subsequent search of the vehicle, a total of four cellular telephones were seized. During the processing of this vehicle detectives searched for and seized numerous items of evidence to include swabs for blood and DNA. That several areas fluoresced when sprayed with "Blue Star" reagent which is a presumptive test for the presence of blood. These items were delivered to the Connecticut State Police Forensic Laboratory for further examination and comparison to known samples of DNA from the missing person. Results from these tests came back negative for the presence of blood and indicate that the missing person's DNA is a contributor to DNA extracted from the front passengers' seat area. it should be noted that the interior of the vehicle was very clean and appeared to have possibly been detailed. On 04-27-13, Det. John Kimball of the Connecticut State Police Western District Major Crime Squad spoke to the resident of 19 Hubbell Ave., in the town of Ansonia. Witness #8 stated Richards owns the building she lives in to include her apartment (19 Hubbeii Ave., Ansonia), as well as the downstairs apartment (17 Hubbell Ave., Ansonia). That on 04-27-13, the T-Mobile Blackberry, color black with serial number HDW-22736-002 and Sa msu ng T- Mobile flip style phone, color black and grey, serial number R21C43RMW2H, FCC iD# (seized on 04-25-13 from Richards and his vehicle) were sent to the Department of Public Safety Forensic Science Laboratory located at 278 Colony St. in Meriden, CT for examination. That on 04-29-13, upon reviewing the cellular telephone data for the T-Mobile Blackberry, color black with serial number HDW-22736-002, it was learned that the phone number assigned to the phone was 203-993-9198. This number had been provided in a previous witness statement as belonging to Richards. Also upon reviewing the data retrieved from the T-Mobile Blackberry, it was learned that Richards used this phone (203-993-9198) throughout the day of 04-20-13 and into 04-21-13 to send numerous text messages to a contact, herein referred to as witness investigation revealed that Richards was reportedly with the missing person during the afternoon and into the evening of 04-20-13. The last text message sent by the missing person was sent on 04-20-13 at 2303hrs. That during the investigation, numerous search warrants were submitted and approved to obtain phone records associated with this investigation, to include the missing person, and Jermaine Richards among others. Upon reviewing the records as they were sent back from the respective phone companies, Detective Jeffrey Payette (CSP-EDMCS) observed among other things, the following: - On 04-20-13, the missing person's cellular phone (860-428-6675) utilized the cellular tower on the campus of the Eastern Connecticut State University in willimantic from 0312hrs. to 1231hrs. {This is page 7 of a 12 page Affidavit.) By 1602hrs., the missing person's phone utilizes a cell tower in the area north of Park in Bridgeport. Although this is the last contact of the missing person's phone to produce a GPS coordinate, the missing person's phone is used to send text messages throughout the evening of 04-20-13 (there is no GPS information associated with text messages). Richards phone can be seen utilizing the same tower on 04-20-13 from 1648hrs. to 2019hrs. This tower is in close proximity to Richards address of 115 Beardsley Park Terrace, in Bridgeport, CT . - On 04-20-13, beginning at 1653hrs., the missing person's phone receives and sends numerous text messages to the phone used by witness#5 . During the text conversation, arrangements were made by the missing person and witness #5 to meet up after witness #5 got out of work (2300hrs.) in the West Haven area. The last text during that conversation was sent by witness #5 at 1928h rs. - At 1706hrs., student #1 receives a text message from the missing person's phone which read, "Lol let me call you in a while this guy trying to make up for his attitude earlier. He knows feeding me is one of the best ways". - On 04-20-13, from 1648hrs. to 2018hrs., Richards phones remain using the tower north of Beardsley Park Terrace, intermittently in Bridgeport. - There is no activity from Richards phone with the number of 203-993-9198 from 2019hrs. to 2156hrs. (1 hour and 37 minutes). During this time period, as well as throughout 04-20-13 and 04-21-13, Richards' phone (203-551-4462) is used to send and receive numerous text messages to and from witness #6 (1-401-327-3934). - At 2128hrs., a text message is sent from the missing person's phone to student #1 which read, "i'm on my way back. it's over." Student #1 replies, what?" and the missing person's phone replies, '"Will explain when i come up". - At 2148hrs., a text message is sent from the missing person's phone to student #1 which read, "You in your dorm room cause i'm coming there". Student #1 replies, "Yeah". - The next contact with Richards phone (203-993-9198) is at 2156hrs., and is a text message from witness #4 which read, "My hunny. Did you fall asleep babe". Richards and witness #4 continue a text conversation to include 8 test messages from 2212hrs. to 2236hrs. during which Richards stated he took "a little 1} nap . - At 2303hrs., the last text message is sent by the missing person's cellular phone to student #1 and read, had to get out that car. This call was 46min. in duration, and outgoing to 1-401-327-3934 (witness The end of the call utilizes a cellular tower in the Meriden, CT area. - On 04-21-13, at 0000hrs, Richard's phone utilizes a cellular tower in the area of Route 691 in Meriden, CT. This is an outgoing cail to witness #4 for 1.92 minutes, and utilizes another tower by the end of the phone call indicating that his phone is traveling. This tower is different from the Meriden tower utilized by Richards phone (203-551-4462) at the end of the 46min. call listed above, but is still in the same general area of Meriden, Route 91, and Route 691. -- On 04-21-13, at 0022hrs., Richard's phone (203-551-4462) utilizes the cellular towerjust north of Milford, CT. This call was incoming and 25min. in duration from witness Based on the ending tower ofthe above listed call to witness #4 at 0002hrs., this indicates that Richards phone is traveling in a southerly direction from the Meriden area towards the Milford area. - On 04-21-13, at 0047hrs., Richard's cellular phones (203-551-4462 and 203-993-9198) are using the cellular tower in the area of north of Beardsley Park Terrace, Bridgeport, CT (residence area ofJermaine Richards). The phones remain in that area, utilizing the Beardsley Park tower thorough approximately 1500hrs, although there are lapses of time where no GPS activity is recorded and a small distance could have been traveled. - On 04-22-13 at 1852hrs., Richards' phone (203-864-7399) sends a text message to the missing person's phone which read, "i just wanna know when imam get my money backl?" 28. That on April 30, 2013 Det. Thomas Kiely of the Troop in Bridgeport obtained a written statement from Leonia F. McQueen the mother of Jermaine Richards. Within the body of this statement Leonia McQueen reported among other things that: I, Leonia F. McQueen, date of birth 02-18-65, of 115 Beardsley Park Terr. (The missing person) was not with Jermaine at this time. Jermaine seemed fine and did not appear upset. Jermaine told me that he was arguing with (The missing person) and she told him to let her out of his car. He told me that he dropped her off a couple of blocks before the school. He did not say what they were arguing about. Jermaine had never discussed his arguments with (The missing person) in the past. I believe this is the first time he ever dropped her off due to an argument. I asked Jermaine throughout the week about (The missing person) and he continued to tell me the same thing, that he dropped her off by the school. Jermaine told me that he texted (The missing person) several times, but she has not responded. Jermaine said it's not uncommon for (The missing person) to take several days to respond. 29. That on 05-02-13, Affiant Payette and Det. Lamouruex met with and obtained a written statement from witness 30. 31. In the written statement, witness #5 stated, among other things, that he has been friends with the missing person since 2007, and that he and the missing person had a sexual relationship back in 2010. Witness #5 stated that shortiy after they had sex, the missing person's boyfriend called him, and threatened to shoot him, kill him and beat him. Witness #5 stated that the missing person told him recently that she still has the same boyfriend, who's Jamaican, that she had back in high school, and that she is with him because he takes care of her financially. Witness #5 stated that on 04-20-13, he and the missing person did exchange number of text messages and that he and the missing person planned on getting together after he got out of work (11:00pm. Witness #5 stated the last text message he received from her was at 1853 hrs., in which the missing person stated she would call him. Witness #5 stated that was the last contact he received from her, and that she did not call or come meet with him later that night as she had planned That on May 3, 2013 and May 4, 2013 Det. Lamoureux spoke with Witness #4 (DOB 04/25/83) several times on the phone. Det. Lamoureux explained to witness #4 that he wanted to speak with her in person regarding her relationship with Jermaine Richards and the ongoing missing person investigation involving (the missing person). Over the phone witness #4 had told Det. Lamoureux among other things that she knew Jermaine Richards was seeing other women. Witness #4 also said that she had nothing to add to the investigation and that she did not know what happened to (the missing person). Det. Lamoureux explained to witness #4 that phone records indicated that witness #4 was texting Richards at the time Richards reportedly dropped (the missing person) off near the campus of Eastern Connecticut State University. Witness #4 told Det. La moureux that as we had her text messages we should know that she and Jermaine were not discussing anything about the case. That on May 14, 2013 at approximately 1430 hours, Det. Lamoureux and Det. Hoyt spoke with witness #4 at her place of employment at All Pointe Home Care located at 15 Commerce Court in Cheshire CT. Witness #4 was unhappy that we had gone to her place of employment to speak with her however she sat down and spoke with us. During the conversation witness #4 stated that she did not know anything about the whereabouts of (the missing person). She also told us that Jermaine had never told her anything about the case. When confronted about the phone cail she received, she stated that call she received was from a man named Julian Robson whom she had met on an Internet dating site. Upon showing her a photo of Jermaine Richards, she positively identified Julian Robson as Jermaine Richards. Witness #6 stated she first met Richards on 04-16-13, and spoke to him on 04-19-13 after he provided her with his phone number (203-551-4462). Witness #6 stated Richards described himself as a male nurse (RN) who went to Johnson and Waies University (the same school Witness #6 attended), 25 years old and born on December 16, and that he was Jamaican, grew up in Bridgeport, and currently lives with his mother with no children. Witness #6 stated that in regards to the phone call she received from Richards at 11:13pm on 04-20-13, he had called her to tell her he was stuck in traffic after leaving Hartford while attending his little cousin's first birthday. Witness #6 stated Richards told her the traffic was due to an accident. Witness #6 stated the conversation was normal, and that Richards seemed calm. Witness #6 stated that after the 45 minute call, she calied him back about a half hour later to see where he was and to see if they could still get together. Witness #6 stated Richards was still stuck in traffic, and they were unable to meet. Witness #6 stated they were able to meet up in Norwalk at about midnight on 04-21-13 into 04-22-13. Witness #6 stated Richards later provided her with his new MetroPCS phone number of 203-360-5648. That on 05-08-13, Det. Lamoureux and Det. Ryan Luther of the Connecticut State Police met with and obtained a written statement from witness Witness 7 had been mentioned during the investigation as a possible acquaintance of Richards. In the written statement, witness #7 stated, among other things, that around the last week of March or first week of April of 2013, Richards stopped by his (witness house. Witness #7 stated that during that visit, Richards was upset and told him that the missing person had broken up with him on Facebook. Witness #7 stated Richards told him that the missing person was cheating on him with some guy from her hometown. Witness #7 stated Richards was upset, and stated, "She (the missing person) doesn't now who she's messing with. Witness #7 stated he told Richards to leave the missing person alone, and that Richards replied, "Man i'm going to get rid of her". Witness #7 asked, "How are you going to do that?" and Richards replied, "Trust me, I'm a nurse." Witness #7 further stated that he spoke to Richards sometime after 03-23-13, and that Richards told him that the missing person had slept over a patient's residence with him. Witness #7 stated Richards told him that he and the missing person had an argument and fight, and that he (Richards) choked the missing person. Witness #7 stated Richards told him that he and the missing person talked about it, calmed down and went so sleep. Witness #7 stated Richards told him that when he woke up the next morning, the missing person was gone. Witness #7 further stated that on 04-27-13, at about noon, Richards stopped by to see him. Witness #7 stated Richards was alone in a rental car. Witness #7 stated Richards told him that the missing person was missing, and that the police took his car. Witness #7 stated he asked Richards if he and something to do with the disappearance, and Richards just closed his eyes, put his head down, and shook his head from side to side. Witness #7 stated it was a strange reaction for Richards. Witness #7 stated Richards told him the police took his cellphone, laptop and his boots. Witness #7 stated Richards gave him his new phone number of 203-360-5648. Witness #7 stated Jermaine then left, and that he (Witness called him about 20 minutes later and again asked if Richards if he had anything do do with the missing person. This road is a dead end road populated by commercial businesses. While conducting their search human remains were found. The left foot, ankle and lower leg bones up to the knee were found as were the humorous, radial and ulna (upper arm, iower arm) bones. The bones/limbs are within 100 feet of each other and appear to have been subjected to animal activity. At this time the search is ongoing and identification of the bones has not been made as it pertains to race, sex, or age. In the area of the decomposing limbs were several pieces of black plastic bag. At approximately 1830hrs., Dr. H. Wayne Carver II MD, of the Office of the Chief Medical Examiners Office, in Farmington, CT examined the human remains and determined that the have been cut by a human, with a sharp tool. At that time, no race or gender could be determined. 36. That on May 17, 2013 Detective Keith Hoyt drove to the residence of Jermaine Richards located at 115 Beardsley Park Terrace in Bridgeport CT. it is 1.6 miles from the location of the human remains to 115 Beardsley Park Terrace in Bridgeport. Jermaine Richards was not home. 37. That on 05-17-13, the human remains (left leg) were sent to the Connecitut Division of Scientific Services DNA section for examination and comparison to the known DNA of the missing person. On 05-18-13, the results of the examination concluded that (1) the results of the DNA profile from the human remains - left leg are consistent with with the parents of the missing person being contributors of the profile with an expected frequency being 1 in 240,000, and (2) the DNA profile developed from the toothbrush of the missing person is consistent with the missing person being the source of the profile developed from the human remains - left leg with an expected frequency of less than 1 in 7 billion. 38. That upon reviewing the GPS coordinates associated with the phone records obtained by Search Warrant for Richards T-Mobile phone (number 203-551-4462), Detective Payette observed that Richards phone utilizes two separate towers in the area of Quarry Road in Trumbell, CT on 04-21-13 at approximately 1S00hrs. The contact with those towers is brief, from 1501hrs. to 1S03hrs. with the next GPS coordinate being shown utilizing a tower in the southeast side of Bridgeport at 1540hrs. The contact with the tower (41.23159, -73.19) on 04-21-13 at 1501hrs. was an incoming missed call and utilized the east side of the tower placing his phone in the general area of where the remains were located. The contacts with the tower (41.232608, -73.17221) on 04-21-13 from 1502hrs to 1505hrs. were also missed incoming calls, and utilized the west side of the tower also placing his phone in the general area of where the remains were located. 39. A routine record check of Jermain V. Richards indicated no criminal arrests. 40. That based on the above facts and circumstances in this application, the undersigned requests that an arrest warrant be issued for Jermain V.
