Authorized Signature Title Date Event ID: 0000003976 Page 1 of 8 Event ID 0000003976 Appendix A General Title: Aerial Wolf Management Description: Procurement Shared Services (P55) is requesting tenders on behalf of the Department of Environment and Natural Resources (ENR) Wildlife Division for a crew (consisting of an A5350B2 (or equivalent) configured with a cargo basket, experienced pilot and experienced marksman) for an aerial wolf removal program in the North Slave Region. ENR will provide one animal handler. SCOPE OF WORK: The successful Bidder will fly in and around the distribution of the Bathurst and BIuenose-East caribou herds removing up to a maximum of 300 wolves. Specific search areas will be provided to the crew along with information from a fixed wing Spotter aircraft. Search efforts will be coordinated by ENR with a fixed wing spotter aircraft and the wolf removal crew. The successful Bidder will follow direction from ENR on a daily basis to ensure a coordinated effort based on available information. The successful Bidder will also be expected to look carefully for wolf tracks during flights and follow any fresh wolf tracks to find wolves for removal. Wolf bait caches may be set up prior to capture work (timing of cache deployment will be discussed with the successful Bidder) and wolf observations from recent surveys will be provided to the successful Bidder. ENR will use a fixed-wing aircraft to search for wolves in advance or concurrent with removal activities to guide location efforts. The successful Bidder shall perform the following in the field for each removal: 0 Record location of site (latitude and longitude GPS reading using distance to caribou (if any nearby); presence of other wolves and/or collared wolves in the area; and any pertinent information pertaining to observations of the health or welfare of other members of the pack from which the wolf was removed. 0 For carcass: record body condition rating, estimated age, sex, rough estimate of entry/exit wounds. 0 Tag each wolf carcass on the foreleg and take photographs of each side of the carcass. - Collect tissue sample from tongue using the sample kits provided. - ENR will supply the necessary equipment to record data (data sheets) and collect samples (sample bags, tags and disposable gloves). 0 If less than 6 wolves are collected per day, carcasses will be retrieved by the helicopter and delivered to an agreed upon drop off point, or brought back to town. 0 If 6 or more wolves are collected, carcasses will be bagged, consolidated in a suitable location for fixed wing landing and retrieval, tarped, and coordinates forwarded to ENR. I ENR will provide a digital camera. The successful Bidder shall provide all aerial shooting equipment (gun and ammunition) with all necessary spare and backup equipment, and will be responsible for maintaining all equipment related to the operation. Page 1 of4 Event lD 0000003976 Appendix A The successful Bidder will ensure that personnel are current with CPR/First Aid training. This work is expected to take place out of Yellowknife, Wekweet?i and perhaps one of the winter road camps. The work cannot be operationally staged outside of Yellowknife or Wekweeti without the pre- approval of the Department of ENR. if the successful Bidder is located outside of Yellowknife or Wekweeti, they will be expected to position in Yellowknife or Wekwe?et?l at the beginning of this work. The successful Bidder may be required to lodge in Wekweeti or a winter road camp during the duration ofthe work. The GNWT shall provide sealed 45 gallon drums of jet fuel at caches within the study area. Fuel caches will be at community airstrips or remote locations suitable for helicopter re-fueling. Successful Bidder must provide remote refueling equipment to access fuel in barreled drums. The GNWT will provide a list of locations (latitude and longitude) of available fuel caches to the crew. Aircrew must ensure up and down times are recorded for EACH leg of the flight on the appropriate flight ticket/load sheet. Flight tickets/load sheets must be submitted at the end of the job and reviewed/Signed/authorized by the ENR representative. Important Note: No photographs or video footage are to be taken by the successful Bidder on their own equipment during this project, and under no circumstances will the successful Bidder be releasing any photos or videos to any non-G NWT personnel, media, or social media sites. Any photos or videos shall be taken on GNWT cameras. Deliverables North Slave Region: . A maximum of 300 wolves removed from Bathurst and Bluenose-East winter ranges. 0 Daily communication with ENR is expected prior to daily field operations. In addition, end of day written and verbal reports will be given to the designated ENR staff person, from the field project (ti kills, location, and other wolf caribou related observations). . Completed data sheets or field notebook (provided) recording information and tag number for each wolf harvested. . Each wolf carcass will be tagged with a unique identifier, and digital photos of each wolf carcass (both sides) will be taken. . Biological sample (tissue) will be collected and labelled from each carcass. 0 Locations and group size of incidental observations of wolves including groups associated with removed animals. Page 2 of4 Event ID 0000003976 Appendix A Mandatory Minimum Requirements An Airbus AS35082 (or equivalent) aircraft is required for this work. Other helicopter types will be considered but must have equal or greater power and load capacities as the Airbus ASBSOBZ as to be able to carry full fuel and up to four (4) individuals on board during capture operations, and range. The aircraft will need to have 1 long ski basket (either side) installed; the large 96? long version. QUICK RELEASE LONG, HEAVY DUTY The helicopter must have enough flying hours remaining on the contract to complete this work, before the next regularly scheduled maintenance check~up. Bidders must provide a contingency plan in the event that the aircraft encounters mechanical problems during any subsequent contract. Bidders shall provide documentation on their helicopter which will be utilized, the flying hours remaining and the contingency plan. The Bidder shall provide the helicopter, pilot and marksman the operation. The marksman and pilot must have prior experience with aerial removal of wolves, with a minimum of 15 aerial wolf removals each. The marksman and pilot must individually have previous experience with aerial removal of wolves and are required to provide written documentation that details the number of wolves removed, the number of hours spent removing wolves, and for previous work and biological samples collected. Experience must be detailed in the resumes. Pilot qualification include 1,000 hours P.I.C. helicopter with 100 hours on type and experience in net- gunning/aerial removal of wildlife in forested habitats. All bids must specify the pilot?s name, qualifications and applicable wildlife experience (year and location of experience). ENR has the right to refuse a pilot. An alternate pilot must be made available within 48 hours with required experience must be named and qualifications provided. Resumes must be submitted for Pilot and Marksman to reflect previous experience. All aircrews provided by the successful Bidder over the term of the work shall be subject to prior approval and acceptance of the GNWT. The GNWT, in its sole discretion, can refuse to accept the services of any crew member whether such refusal is reasonable or not and without providing particulars of such refusal to the successful Bidder. The successful Bidder will withdraw such crew member upon written request of the GNWT. The aircraft involved shall be considered unserviceable until an acceptable aircrew is provided. No pilot or marksman substitutions without prior notification. ENR, Wildlife Division and Aviation Services section must be given immediate notice of any aircraft or crew substitutions. Page 3 of4 Event ID 0000003976 Appendix A FEES: All costs must be considered when determining your total net bid, except as specifically stated to the contrary below. The GNWT will directly arrange and pay for all accommodations and meals for the successful Bidder when stationed in a camp or remote community (ie. Wekweeti). The GNWT will not pay for accommodations and meals when the successful Bidder is in Yellowknife, NT. Bidders are required to include anticipated expenses while in Yellowknife in their total net bid. It is estimated this job will take approximately 10 to 20 days (est. 60 flight hours) to complete the North Slave wolf aerial removals. This estimate may change due to weather, scheduling and unforeseen events. The tender bid should include the helicopter dry hourly rate, oil, Nay Canada charges, parking fees, landing fees, positioning costs, daily rate for crew members and any miscellaneous costs. The tender bid should specify which daily crew rates apply to positioning dates, dates on which captures operations take place and dates where no work occurs due to weather. Aircraft hired on a short-term basis, more than one day, the daily minimums will be averaged over the length of the contract including all subsequent extensions. Aircrew must ensure all charges are recorded on the appropriate flight ticket; failure to comply with this guideline could result in no reimbursement to the air carrier. The following must be submitted with the tender submission: . Resumes for Pilot and Marksman detailing they met the minimum mandatory requirements . Aircraft Specifications (Aircraft type, flying hours, contingency plan, etc). Failure to provide the aforementioned resumes, contingency plan, remaining flying hours, or aircraft type with the tender submission will result in disqualification of the bid from further consideration.
