Dear Mayor Bowman:

I am pleased to confirm that the City of Winnipeg received $37.9 million in
provincial funding for roads at the beginning of this month. This planned 2018/19
payment, which is Manitoba?s first contribution under the Accelerated Regional Roads
(ARSR) program, is sufficient to fund almost all of the City?s projected 2019 ARSR work
during the upcoming construction season. It enables the deferral or repurposing of
almost all of the City?s own projected spending; and it allows the City to defer and save
the currently projected 2019 federal funding for ARSR.

Between this recent provincial ARSR payment and our confirmed 2019/20 capital
commitments, the City of Winnipeg is receiving as much as $148.5 million in road
funding from our government (up to $49.9 million in ARSR funding, plus $98.6 million for
the ongoing BRT 2 and Waverley Underpass projects). The $49.9 million in fresh
funding is fully available for the upcoming 2019 construction season.

In addition, I was pleased to see that the City is about to receive more than $40
million in unconditional federal gas tax revenues, which can also be used this calendar

year on the City of Winnipeg?s top priority, roads.

I look forward to resuming the cooperative work expected of us by the
Manitobans we jointly serve. As part of that collaboration, our government would be
pleased to assist you, your staff and members of your administration with efforts to find
efficiencies and budget savings. Longer term joint capital planning needs continue, and
there are also other areas where we could undertake shared efforts to benefit tax
