PURSUANT TO PART V, SECTION 76(9) OF THE 
POLICE SERVICES ACT 
AND IN THE MATTER OF A PROPOSED PLEA OF GUILTY 
COUNT ONE – Discreditable Conduct (Acted in a disorderly manner or in a manner 
prejudicial to discipline or likely to bring discredit upon the reputation of the 
police force). 
COUNT TWO – Unlawful or unnecessary exercise of authority by utilizing 
unnecessary force against a prisoner in the execution of duty. 
COUNT FIVE – Discreditable Conduct (Is guilty of a criminal offence). 
 
JOINT SUBMISSION ON PENALTY 
 Sgt. Paquette will be suspended without pay for a period of 25 days. There 
would  be  no  requirement  for  Sgt.  Paquette  to  report  to  work  during  the 
period of suspension.  
 
 Sgt. Paquette will complete mandated training as directed; 
 
 Prior  to  return  to  work,  Sgt.  Paquette  will  provide  appropriate  medical 
outlining  his  fitness  to  do  so  and  any  required  restrictions  and/or 
accommodations;  
 
 Sgt. Paquette will continue under the care and treatment of his health care 
providers.
