To adopt Representations to the University Review Commission by NUJS' Student Juridical Association as a report reflecting the true state of affairs of the functioning of the University Administration. 2. To express deepest disappointment on inter alia the following concerns, most of them having been already set out in Report No. 1 of 2016 of NUJS SJA: The formation of this Commission a. the unexplainable delay in inviting the University Review Commission after its appointment by the then Chief Justice of India, Justice (Retd.) T.S. Thakur on December 23, 2016; b. the curiously short notice provided to students and other stakeholders (about one week) before the visit of the University Review Commission; c. various questionable aspects in terms of scheduling and the selective invitation of specific individuals for representing interests of relevant stakeholders; d. obvious attempts to impede the independent and fair working of the University Review Commission; Transparency e. the non-implementation of inter alia basic transparency norms related to University bodies’ meetings, expressly agreed to by the Vice Chancellor on January 14, 2014; f. the non-responsiveness to RTI queries filed by the students over a year ago; Academics g. the University's inability to revive the quality of faculty and sufficiently remedy the mass exodus by faculty, despite the faculty recruitment drive conducted in 2014; h. the continued and deliberate stone-walling of basic amendments to Academic and Examination Regulations, 2012, some of them having been approved by the faculty and Vice Chancellor in February, 2014; i. the reflection of very limited academic and research output in the Annual Reports of the University for the years 2011-12, 2012-13, 2013-14, 2014- 15 and 2015-16; j. the inaction and undue delay in implementing the resolution of the Executive Council in its 47th meeting (2014) regarding timely compliance with the suggestions of the Bar Council of India's Report dated 14th October 20 13, which inter alia noted several serious lapses in the administrative affairs of the University and made pertinent observations and corresponding recommendations regarding appointment of faculty members; Infrastructure k. the continued severe inadequacies in hostel, library and internet infrastructure, despite their acute failure to accommodate the most basic needs of the students for the last seven years; Health and Hygiene l. non-provision of any ambulance or nursing facilities in abject violation of UGC Guidelines on Safety of Students on and off Campuses of Higher Educational Institutions; m. the continued dumping of all forms of waste generated in the University right behind the student hostels, thereby posing grave risks to the health of the residents; Inaction on proven financial embezzlement n. the lack of any action whatsoever against those (allegedly) involved in financial embezzlement of University funds despite the recommendation of a full C.I.D. inquiry by Justice (Retd.) P.N. Sinha in his Judicial Inquiry Report. Retributive actions to curb student liberties o. the installation of CCTV cameras in all classrooms without any reasonable justification or substantive engagement on the same by the administration, thereby creating severe impediments to the learning environment and curbing the academic freedom of faculty members; p. differential treatment, character assassination and regular harassment of the residents of Girls’ Hostel, including, but not limited to, improper usage and unrestricted circulation of CCTV footage; and Proposal to increase intake of students and open two new branches q. the swift furtherance of this proposal despite the severe financial, infrastructural, administrative, academic and human resource constraints, thereby ignoring its unsustainability in this currently nascent institution. 3. To express our utter dissatisfaction and complete loss of faith in the leadership of the Vice Chancellor with respect to these concerns. This resolution was approved by an overwhelming majority of students, by circulation on September 18, 2017.
