Dear Mr. Boyd:

It has come to my attention that you and/ or persons acting on your behalf may
have inaccurately represented the involvement of the Government of
Saskatchewan with regard to an irrigation-related investment opportunity that
you were recently promoting in China, and that similar inaccurate
representations may have appeared on some websites promoting your
presentation in China.

Based on conversations that you have had with my senior staff, I understand that
your response to this matter is as follows:

0 that any inaccurate representations were made by individuals acting on
your behalf and were unintentional, and that you took steps to correct
them during your presentation by indicating that you are a former
Minister of the Economy and that you were not representing the
Government of Saskatchewan;

0 that you will be attempting to contact everyone who attended your
presentation in China to further clarify that the Government of
Saskatchewan is not involved in this venture and that you are making
efforts to ensure that any inaccurate representations are removed from
any websites on which they appear; and,

I that no investments have been made in this venture as a result of your
presentation or since.

the Government of Saskatchewan is never inaccurately represented. Please
ensure that any future representations made by you or on your behalf do not
