The present suo motu action has been necessitated in view of the reports of the protest by students at the Campus Law Centre, Delhi University and the endemic lawlessness that seems to have emanated from issues relating to re-evaluation of exam papers, relaxations in promotion, restoration of supplementary examination and unfairness in detention list. 2. We are pained to observe, as widely reported in the press, that the protests have erupted into violence on numerous occasions leading to W.P.(C) 4583/2017 Page 1 of 3 vandalising of the office of the Dean and her intimidation in every manner possible. We are further saddened at the alleged inaction of the statutory authorities charged with the responsibility of maintaining and enforcing law and order. 3. There is no manner of doubt that on particular occasion despite their presence at the spot, the police have not taken proper action, in accordance with law, against the violent protestors. 4. Before proceeding further in the matter, we consider it appropriate to direct the Commissioner of Police, the Vice Chancellor, University of Delhi, Professor Usha Tandon, In-charge, Campus Law Centre, Delhi University as well as Professor Ved Kumari, Head and Dean, Law Faculty, Delhi University to file detailed affidavits in relation to the incidents that have occurred within the precincts of the Campus Law Centre beginning in May, 2016, through December, 2016 and culminating on 19th May, 2017. The Commissioner of Police shall, in his affidavit, specifically refer to the action taken in pursuance to the said wanton incidents of violence that have allegedly occurred in the Campus Law Centre, Delhi University during the said period. We also request the Vice Chancellor, Delhi University to file a detailed affidavit on the action taken in pursuance to the purported complaints made by the Dean, Faculty of Law, Delhi University to the former in the aftermath of the incident alluded to hereinabove. 5. Let the affidavits be filed within four weeks from today with advance copies to the other parties who may file response thereto, if any, before the next date of hearing.
