Dear Premier Clark,

Thank you for your letter of April 26, 2017, regarding a proposed ban on the shipment of
thermal coal through British Columbia ports. We share the committnent to ?ghting climate change
and protecting our environment.

The Government of Canada is considering this request carefully and seriously. I have asked
federal trade of?cials to further examine the request to inform our Government?s next steps.

As you know, we disagree strongly with the US. Department of Commerce?s decision to
impose an unfair and punitive duty on Canadian softwood lumber products. The accusations are
without merit, as we have made clear to the US. administration.

This decision is negatively affecting workers on both sides of the border and will increase
costs for Americans and their families who want to build or renovate homes.

Canada and the U.S. enjoy the longest, most peaceful and mutually beneficial relationship of
any two countries on the planet. Canada buys more from the U.S. than any other country; we are the
number one customer of the majority of American states and among the top three customers of 48
states.

America?s trade with Canada is balanced, fair and mutually beneficial. Any increase in trade
barriers between our countries signi?cantly impacts jobs in the United States, as well as in Canada.

I look forward to continuing to work with all Premiers, as we stand up for jobs, our industry,
and to strengthen the Canada?US. relationship that is a model to the world.
