Alvin, Cydrisse Marche-Marie During the investigation of this case, homicide detectives have learned the following information with respect to the defendant's habitual use ofthe drug PCP: On Friday, May 31, 2012, members of the MPD "fth Police District received a 911 call to respond and check on the welfare of a juvenile female (defendant Alvin's daughter) inside of 3402 13th Place, Southeast, Apt. #303 (defendant Alvin's residence). Upon their arrival, officers noticed that the defendant appeared to be under the influence of the drug PCP. Also, a chemical odor consistent with PCP was present inside the apartment at the time. As a result of her condition, medical services were requested and the defendant was transported to United Medical Center Hospital and admitted. Homicide detectives also learned from a witness that the defendant routinely used PCP, specifically cigarettes dipped in PCP ("dippers"). According to W-3, the defendant would often exhibit odd behavior after smoking PCP. W-3 was intimately familiar with the defendant and has seen her virtually every day for at least six months. Based on his knowledge and experience as a police officer and detective for 3? years, including narcotics and violent crime investigations, your aftiant knows that PCP is a drug that is known to cause its users to engage in violent behavior. ALVIN, CYDRISSE IVIARCI-IA -MARIE On, June 4th, 2012 members of the Seventh Police District received a radio run forthe female stabbed inside the location of 3402 13th Place, apartment #304, Southeast, Washington D.C. Upon arriving on the scene officers observed a black female later identified as Amber Lynette Kent, from here on will be referred to as the decedent,24 years old suffering from apparent stab wounds to th body, lying in a pool of blood. DCFES, Medic #33 arrived on scene and transported the decedent to Howard University Hospital, where she was pronounced dead at 9:34 by Dr. Tran of hospital staff. Witnesses were located and interviewed for the purpose of this investigation. W-1 states that IT was inside apartment #304, lying in bed when IT heard a knock on the door. IT went to the apartment door, and looked through the peep hole and observed a person iT knows as "lvleeka". The witness went back to bed and told the decedent that "Meeka" was at the door. The witness heard more knocking on the door, but the decedent responded to the apartment door and let "lvleeka" in. The witness heard a conversation with "lvleeka" and the decedent in the kitchen area, and then heard loud banging and the decedent screaming "Meeks", what are you doing? The witness got out bed and ran towards the kitchen area and observed "Meeka" stabbing the victim. The witness ran over to "I\=leeka" and punched her in the face. "lvleeka" fell to the floor, got up and ran out ofthe apartment. The witness further stated that "Meeka" lives in apartment #303, which is right next door to where the crime occurred. "lvleeka" was identified as Cydrisse Alvin, a black female, with a date of birth of 9-13-30, 589-421, residing at 3402 13th Place, Southeast, #303, Washington D.C. Her residency was verified by the building manager of the Congress Park Apartments. W-2 states that iT was inside apartment #304, when IT heard W-1 screaming "lvleeka" stopi. W-2 ran towards the kitchen area and IT was approached by W-1, who was handing the decedent_'s daughter to W-2 at the same time telling W-2 to call 911. W-2 further states that "ivleeka" lived next door in apartment #303, and her first name is Cydrisse, but didn't know how to spell it. W-1 observed the array and pointed to picture and stated "that's her, she lost weight though". One of the detectives asked W-1, "what did you see her do?" and W-1 replied "she stabbed my girlfriend!" On, June 4th, 2012, the above detectives presented the same photo array to W-2, and W-2 observed the array and W-2 stated that's her all the way." One of the detectives asked W-2 "who?, and W-2 replied, "Cydrisse". The detective then asked W-2, "that's who you know as "Meeks", and W-2 replied, Ilyes' II The photograph identified by the witnesses is that of Cydrisse Alvin, a black female with a date of birth of 9-*l0-83, 589421, and resides at 3402 13th Place, Southeast, apartment #303, Washington During the course of this investigation, defendant Alvin responded to the Malcolm Elementary School located at 13th and Alabama Avenue Southeast to pick up her child. When asked by school personnel who she was, the defendant stated her name. An MPD Sergeant who was on scene, heard her state her name and recognized who the defendant was. The defendant was placed under arrest and transported to the homicide oflice where she was advised of her rights and processed.
