We, the Students of Dr. Ram Manohar Lohiya National Law University have come forth in solidarity not to protest, but to reasonably demand the inexplicably obtuse Administration of this University to come forth finally with the answers to the questions plaguing the Students, Faculty and Staff. These dissents are being raised on such a platform because the systematic heel-dragging and opaque procedure adopted by the Administration has made other platforms and approaches to higher authorities an exercise in futility. The excessive regulations and redundant conformity to formal rules have led to the devaluation of curricular and welfare events that are inherent to a professional and holistic development of a University Student. We, the students of Dr. Ram Manohar Lohiya National Law University regard the following necessitated demands for a healthy accord between the Student Fraternity and the University Administration. The criteria of prioritising the allocation of funds received by the University, particularly focusing on the curricular and co-curricular activities of the student which require the disclosure of documents and reports relating to the grants and funds received by the University along with the expenses incurred under the garb of Student Welfare. We allege that the flimsy and whimsical explanations provided for such blatantly unnecessary expenses made against exaggerated receipts are unfounded and fabricated. We call upon the university administration to present the substantiation and documents of the claim in our University Prospectus and Annual Report which promises welfare of students funded fully by the State Government. We the Student Fraternity of Dr. Ram Manohar Lohiya National Law University have finally stood up for this nugget of enlightenment discovered in the annals of our backlogged and redtaped University Administration. ‘’It was undoubtedly the best of times and soon it was realized that the golden age of youth empowerment had eventually dawned upon RMLNLU” - The University on the First ‘SPOCULIT’ Demands I. Information regarding funds released, collected, expenditures and procedure used by the Sansthan. 1. Detailed Report and Receipts about the Grants provided to the Sansthan by State Government, University Grants Commission, Human Resource Development Ministry of State, Youth Affairs and Sports Ministry of State and other State and Central Government Institutions in the past 3 financial years. i.e. 1st April 2013 till date regarding: a. Maintenance and Upkeep of the Sansthan b. Organisation of Conferences and Seminars c. Organization of Inter University Events, Competitions and Festivals d. Establishment and expenses incurred regarding various Centres of Excellence. e. Expenses incurred on the visits of Dignitaries and Officials from such Institutions and Departments. 2. Detailed Receipts and Reports of Annual Expenses made towards the Sansthan in the past 3 years i.e. from 1st April 2013 till date: a. Construction work done like Lawn Tennis Court, Basket Ball Court, Football Ground, Badminton Court and Volleyball Court b. Renovation, Fencing and Painting of the Sansthan Infrastructure, MultiPurpose Hall and Housing Infrastructure and the justification for such regular and expensive remodelling c. Equipment like Dustbins, Solar Panels, LAN System, Internet Routers installed 3. Reports and Receipts of the Travelling and Lodging allowances given and expenses incurred by the Sansthan on the regular academic and other official visits by the Hon’ble Vice-Chancellor and the Sansthan’s accompanying officials for the past 3 years i.e. from 1st April 2013 till date. 4. Detailed Reports and Bills regarding the maintenance and facilities provided to the Administration Officials like Air-Condition Maintenance, Stationary, Internet Charges and details regarding the Perquisites provided to the Vice- Chancellor, Registrar, Joint-Registrar, Deputy-Registrars, Assistant Registrars and Finance Officer. It is needless to mention that these Perquisites shall be pertaining to Traveling, Electricity, Housing, Telephone, Internet and Office Equipment and Furniture for the past 3 years i.e. from 1st April 2013 till date. 5. Details of Fees collected from Students and its application, along with the NRI/NRI Sponsored quota (identities might be concealed, however numerical figures must be released). 6. Detailed breakdown of the head ‘Utility Charge’ in the Fee Structure. 7. Basis of fee increment in the past 3 years. i.e. 1st April 2013 till date. 8. Details Regarding the Procedure of Selection and Allocation of Tenders and Contracts along with the Quotations Filed in this respect of: a. Mess b. Canteen c. Swimming Pool d. Tennis Court e. Security f. LAN/Wi-Fi System 9. Reports and Receipts regarding the funds received for Decennium Celebration initiated from 17th August 2016 for duration of 55 days. 10. Annual Reports of the Sansthan for past 3 financial years i.e. from 1st April 2013 till date. II. Fund Allocation and Procedure regarding activities related to welfare of students of the University: 1. All Circulars and Notices issued by the State and Central Government Institutions and received by the University shall be released in the public domain i.e. University Website/ Hostel Notice Board within 2 working days and such circulars shall show equivalent reflection upon the committee budgets. 2. Detailed Reports regarding the funds allocated to various Student Committees for the past 3 years i.e. from 1st April 2013 till date 3. Written explanation pertaining to the procedure and criterion employed while deciding the financial requirements of the various Student Committees and other activities related to Student Welfare. 4. Detailed Receipts of Expenditure and source of Funds received for all activities related to Student Welfare against their respective allocated budget, particularly for the following: a. Students attending the International Conferences and Seminars. b. Students attending National Conferences and Seminars. 5. Written and Detailed Explanation `justifying the refusal to grant the budgets proposed by the committees from the next Academic Year. 6. Explanation and details regarding the appropriation of unused budget. 7. It is of utmost pertinence that such explanations and justification be furnished in writing unreservedly as norm from this instance forward and any budget related grievance resolved in an expeditious and transparent manner under the observation and advisement of the Committee Chairperson. 8. It is demanded that from the next academic year the Student Committee mechanism be modified in the following manner: a. Individual bank accounts shall be opened under the name of respective Student Committees and the allocated funds be transferred in these accounts. b. The budget of Student Committees for their respective welfare activities shall be proposed and approved at the start of the academic year and the funds be transferred in the respective committee bank accounts. c. These accounts shall be managed and accessed by the Committee Chairperson. d. The Finance Officer shall have the control to scrutinize these accounts either quarterly or bi-annually in the academic year. e. No reductions shall be made in the account balance once the proposed budget has been approved. f. Furthermore, on suggestion of the Committee Chairperson and approval of the Finance Officer the sanctioned budget may be augmented during the academic year. g. Reimbursement for travel expenses incurred by the participating students in various inter-university and national events be sanctioned and subsequently remitted within one week with the approval of the Committee Chairperson only. h. Any discussion, clarification and modification regarding this proposed mechanism shall be done only with the consultation of the Committee Chairperson and Office Bearers. III. Action taken regarding various Pledges and Promises made by the University Authorities: 1. Details regarding the arrangement of Memorandum of Understanding entered with all Foreign Institutions and the follow-up action taken regarding Student Exchange Programmes, Summer Schools and Faculty Exchange Programmes. 2. Particulars regarding the construction of promised Gymnasium. 3. Particulars regarding the autonomy and use of Dr. Bhim Rao Ambedkar Auditorium. 4. Written assurance that details of any further construction and purchase relating to Student Welfare shall be released in the public domain i.e. University Website/Hostel Notice Boards. IV. Student, Faculty and University Personnel grievances: 1. Reports on decisions taken in the following Council Meetings. a. General Council b. Executive Council c. Academic Council d. Finance Committee 2. Details regarding the Internet Charges and cost of Wi/Fi and LAN System and Routers installed and the charges so levied on the students and collected from the University Personnel. 3. Explanation in writing regarding the continued interruption and grossly unsatisfactory internet connection in the campus and absolute indifferent and obtuse attitude adopted by the person in charge of this. It is needless to mention that such justification must be weighed against fees paid by the students. It is demanded that this problem be resolved with utmost expeditiousness. 4. Satisfactory explanation regarding library timings not being 24/7. 5. Explanation to the arbitrary regulation regarding marks being awarded for attendance and subsequent debarment where the university makes room for a reality where one may not be debarred yet fails to secure any mark related to attendance. 6. Clearance of reimbursement backlog within 10 days. 7. Explanation regarding the hostel fees of girls insofar as girls occupying 1 hostel as opposed to boys occupying 2 while paying equal fees and no deliberation or planning ever taking place regarding the expansion of Girls Hostel or devising any alternative housing project. 8. Details of the past three years regarding visiting faculty on the requests made by incumbent faculty members to organise practical relations workshops headed by practising Lawyers and other professionals. 9. Detailed report of past three years in writing regarding the payment of security guards and janitorial staff salaries. 10. Details of past three years regarding the Allowance reserved for the Dispensary and Medical Expenses incurred thereof. 11. Details of past three years regarding expenses incurred for procurement of new book in the library and maintaining the subscription of online journals. V. Reinstatement of Student Welfare Committee.
