He received a mandatory life sentence. In total, 732 individuals were Missing Persons during Q3 of 2015. 70% of Missing Persons in Q3 of 2015 were female. CFS Facilities accounted for 85% of MP Occurrences during Q3 of 2015. Group Homes accounted for 66% of MP Occurrences.  City-wide, the top 36 addresses (15 or more incidents) were all CFS facilities.  There were 30 individuals with 15 or more MP Incidents in Q3, accounting for 26% of total Incidents. Prevention/Intervention PROJECT CREATE – August 10 – 26, 2015 PROJECT CREATE was initiated in response to information obtained from our Community Partners. Counter Exploitation Unit, Missing Persons Unit, and Community Support Units from Division 11 and Division 13 focused attention on men openly exploiting women in the community. In total, 26 men aged 19-77 were arrested and charged with Purchasing Sexual Services. The average age of the men charged was 42 yrs. A total of 18 vehicles were seized under the HTA with respect to these offences. In conjunction with the enforcement aspect of CREATE, the CEU and MPU engaged with 39 women in the community who were subjected to exploitation activity at the street level. Pro-Active Strategy Initiated In Q3 the CEU began a pro-active strategy designed to deter sex trade consumers prior to being arrested by the Unit, and indeed in many cases prior to having any contact with Police. The CEU often receives information from the community regarding sexual exploitation of women in the community at the street level. In the past this information had been recorded as intelligence, but it was rarely acted upon. The Counter Exploitation Unit is assigned to pro-actively initiate contact with persons suspected of being involved in sexual exploitation activity. During police contact they are advised of the new laws governing sexual exploitation and the consequences associated to sexual exploitation. Community Engagement Block by Block – Thunderwing Initiative Focus on individual or families in crisis prevention in the William Whyte and Dufferin neighborhoods.   8 individual or family referrals 3 new active files  18 current active files Community Events Winnipeg Police Service 3 In Q3 the CEU participated in 7 Community Events, including ongoing participation in the Manitoba Sporting Events Safety Working Group (MSESWG). The MSESWG is dedicated to raising public awareness around sexual exploitation issues through the “Sex is Not a Sport” public awareness campaign. This group is also spearheading a new Human Trafficking Hotline that will be operated out of Klinic. Counter Exploitation Team (CET)- 3rd Quarter Example (H-light) The CET continues to work with exploited women in conjunction with community partners. CET and Community Support officer in Division 11 had contact with an indigenous woman who had recently arrived in Winnipeg. The woman—the the mother of a young child—was struggling to make ends meet. She contemplated involvement in sexual exploitation activity to earn money. The Counter Exploitation Team worked with this woman to find an alternative path for her. After a series of meetings, the team connected her with staff from the Eagle Urban Transition Center. The staffs at the center were able to meet her needs. The collective effort effectively provided an alternative and avoided involvement in sexual exploitation activity. Research The Service is in the planning stages of an academic research agreement for a project entitled An Exploratory Study of the Processing of Sexual Assault Cases within the Criminal Justice System in Winnipeg. The study will be undertaken by Dr. Jane Ursel, an academic staff member at the University of Manitoba, who has expertise in the area of interpersonal violence research. The Research Project will explore all sexual assault processes within the criminal justice system during a one year period. In addition it will specifically track cases involving indigenous women and girls for a 12 month intake period January 1, 2016 to December 31, 2016, including all new reports to police in that period.
