Here?s a summary rovided by Mike Alien from today?s discussion: The TAX Committee met earlier today to begin making decisions on the tax reform proposals. Before and after the meeting Sen McCormick talked to me about focusing on changes affecting the 16/17 biennium and leaving any future tax changes to the next Legislature. For example, he mentioned increasing the estate tax exemption to match the Feds, but remove the language eliminating the tax beginning in 2017. The work session began by having everyone give a briefsummary of what approach they think the committee should take over the next week. Goode and Tepler both indicated that they are supportive of tax reform, but only if its revenue neutral. Bickford and Skolfield emphasized dealing with areas of agreement first and then working on those parts where there is some disagreement. After the opening statements the committee broke into caucuses for a couple of hours. When the committee returned they discussed 6 areas where there is common ground. They did not take any formal votes, but there appears to be unanimity around the following: (1) (2) l3) l4) (5) Telecommunications Excise Tax: both caucuses agree with the Governor?s budget proposal Non?Profit Tax: neither caucus accepts the Governor?s proposal to tax non-profits. The R?s agree that additional discussion should take place around service charges, but those discussions should be separate from the budget. They mentioned some bills that will come before the committee later in the session. Homestead Exemption: both caucuses want to keep the Homestead Exemption at for everyone. Revenue Sharing: while both caucuses want to keep revenue sharing, the D?s want to flat fund for 16/17 and not make any permanent changes to the program. The R?s want to keep revenue sharing, but are willing to make permanent changes that will establish some new level of funding. It?s the plan from yesterday with a 6.95% rate and in one case a 7.5% EITC in 2017 in 2016) and in the second case a 10% in 2017. Note the 10% raises $5 million more than is needed, so there is still a little room to do a little more, and the incidence shows 32.4% going to the top 10%. The Speaker was looking for something in the 15?20% range for the percentage of the tax cut going to the top 10%. Not sure this will do it, but this is a vast improvement. Seems to me both sides get a decent amount out of this. It would be a shame to have the D?s walk away over this. Let me know if you have any questions or need anything else.
