E14 closed off the alley on 29th, L10 closed off the alley on 30th. E14 assumed command and reported black plastic barrel lying on the side with small amount of chemical on the ground and dripping and orange type fluid. BC4 assumed command and switched to a Tech channel. L10 used Litnes paper and had a reading of PH level 1 acidic R09 arrived with E11 and used wetted PH paper 1" away and showed neutral Ahura annualize was used and sample showed too much Floressence and was inconclusive. True Defender?was then used, product was not in the Library, Molecular reading was not strong enough. A name was found on the barrel of the company that produced the chemical and they were notified. Stated they sold the product to The University Of Minnesota in 2004 They stated the chemical inside is Ferric Chloride.
