The official repository for the SLRs is the National Technical Information Service use the search terms "Flavor and Extract," "food," to yield a reasonable number of search results. You will need to create a log-in in order to view these documents. In the mid 19903, FEMA provided safety and technical information to the Joint Expert Committee on Food Additives (JECFA) for their evaluation. FDA scientists participate in the JECFA evaluations.
