Greg Barker met Erik Bonino and Claire Swadkin from Shell today. Readout of the discussion: India Bonino thanked the Minister for his lobbying on [Redacted under EIRs 12(5)(f). He also described Shell’s technology hub in Bangalore (based on his previous post as India country director). Greg Barker relayed his high hopes for the new Modi Government, [Redacted under EIR 12(5)(a)] Climate Greg Barker outlined his reasons for optimism in climate negotiations: - US and Chinese leaders have accepted Ban Ki Moon’s invitation to the climate meeting on 23 September The cost of renewables is falling, changing the economic equation Gas is our ally as a transition fuel (on which he’s giving a speech at the end of the month) When probed by Bonino, the Minister clarified his position on a number of issues: - CCS: [Redacted under EIR 12(4)(e)] ETS: we support it and want reform Carbon Price: in the long term this is indispensable. But in the short term it’s unlikely; hence the need for industrial policy and emissions targets (not renewables targets) to keep to a low-carbon trajectory Methane Greg Barker explained the importance of a visible private sector commitment for September’s Summit. CCAC was the main vehicle we and the UN were pursuing, but we were open to suggestions. What was key is that whatever was agreed did three things: (a) build confidence; (b) create momentum; and (c) demonstrate that the oil/gas industry was tackling the perception problem around methane. This could be a ‘commitment to commit’, or a coalition of the willing. And it could be agreement to move to a uniform best-practice, or a 1% target. Bonino was heartened by this. He hadn’t yet seen the CCAC one-pager, but had a number of concerns about that particular initiative: [Redacted under EIRs (12)(5)(f)] He was however open to persuasion, and liked the Minister’s suggestion that we could instead agree something different which got around those concerns. Comment After the meeting, Greg Barker said he wondered whether the UN should repackage and simplify CCAC – in conjunction with companies like Shell, starting from a blank sheet – to reach something which could be agreed by September. Georgina – can you consider and advise? Could you please also send over the CCAC one-pager to Bonino (via @shell.com); check that it’s issued to all roundtable participants; and let us have a copy for the Minister? Progress on United Nations Framework Convention on Climate Change discussions Lines to Take:  All countries in the UNFCCC have committed to negotiate, by 2015, a new global, legally binding deal, applicable to all nations, to come into force by 2020. The negotiations are progressing - we are on track to deliver the deal on time.  We would like all countries to intensify domestic preparations for the new deal and as many countries as possible to be in a position to put forward contributions on post-2020 mitigation by the first quarter of 2015.  In Lima, we will need to make progress to agree the structure of the draft negotiating text for the 2015 agreement.  Although current commitments, pledges and activities do not go far enough to meet the internationally agreed long term goal of keeping temperature below 2 degrees, the science suggests that it is possible to meet this target. As such the world is considering further viable options for increasing pre-2020 mitigation.  Welcome Shell’s commitment to CCS and their involvement in the Peterhead CCS project and progress being made on the FEED studies.  We, along with other leading countries on CCS, realise we need to do more to promote CCS as a technological solution that can make deep cuts in carbon emissions possible. We need more leading players like Shell to be making the case for CCS too. Interested to hear what Shell is doing to promote the CCS message with the rest of the energy sector, other Governments and at international fora. 3. Methane and the Climate and Clean Air Coalition Lines to Take:  This Partnership provides industry with a good platform to demonstrate that gas is part of the low carbon solution, and to demonstrate their leadership to investors and consumers  Ban Summit in September provides a perfect opportunity for Shell to sign up to the initiative and showcase their leadership on this agenda. Annex A: Biographies of Shell Attendees Erik Bonino, Executive Vice President of Global Solutions Downstream within Shell’s Projects & Technology (P&T) organisation and Country Chair of Shell UK Erik Bonino has been Executive Vice President of Global Solutions Downstream within Shell’s Projects & Technology (P&T) organisation and Chairman of Shell UK since April 1 2014. Erik had previously been Shell’s Executive Vice President of Project and Engineering Services within P&T since June 2008 with responsibility for the delivery of new production facilities, technology and technical support for operations in reliability and asset integrity. Erik holds a Master’s degree in Business Administration from the Cranfield School of Management and a Bachelor’s of Science degree in Electrical Engineering from Southampton University. He joined Shell in 2002 following 18 years in the oil and gas industry, first as design engineer in major projects and then in consulting as Vice President Energy & Utilities at Cap Gemini Ernst & Young. [Redacted under EIRs 12(3)] Annex B: Background of Shell Carbon Capture and Storage  In February 2014, the Prime Minister and Secretary of State signed contracts with Shell for the production of Front End Engineering and Design (FEED) studies to take their CCS project into the next stage of development.  The Peterhead Project in Aberdeenshire, is one of two projects selected in the £1bn CCS Competition and is one of the Government’s Top 40 Infrastructure Projects.  The project proposes to establish the world’s first gas CCS project - capturing around one million tonnes a year of carbon dioxide (CO2) from SSE’s power station at Peterhead before transporting it and storing it in a depleted gas field beneath the North Sea. The project involves Shell with strategic support from SSE.  By demonstrating CCS at the gas-fired Peterhead Power Station and in the Goldeneye reservoir, the project could prevent up to 10 million tonnes of CO2 being released into the atmosphere over a ten-year period.  The Peterhead CCS Project is particularly well-placed to progress as a significant proportion of the infrastructure needed is already in place. The power station at Peterhead provides a large existing source of CO2 emissions.
