Dear Chairman Vannoy and Commissioners Littell and McLean,
 
Please accept this letter as a request for public records pursuant to Maine’s Freedom of Access 
Act.  I hereby request the following public records generated, obtained, or in possession of 
between 1/29/2015 ­ 5/28/2015:
 
∙         All email communication between Public Utilities Commissioners and staff 
with the governor’s office, including but not limited to Gov. Paul LePage, Patrick 
Woodcock, Lisa Smith, John McGough, Kathleen Newman, Peter Steele, Adrienne 
Bennett;
∙         Calendars used to maintain work­related appointments and meetings for Public 
Utilities Commissioners and staff;
∙         Phone records of all outgoing and incoming phone calls placed on each PUC 
Commissioner’s work phone.  To be clear, that includes both desk phones and any 
mobile phone used in their role as PUC Commissioners. For each call log, please 
include the length of the call and any caller identification.
 
Additionally, given Ms. McLean’s role as legal counsel for Gov. LePage prior to her 
confirmation to the PUC, I request the above public records from Ms. McLean’s tenure with the 
Executive Branch from 12/1/2014 ­ 1/28/2015.

Dawn.Hill@legislature.maine.gov
 
My intent for this request is to clarify the role of the PUC and its influencers during this recent 
spate of decisions. The PUC is intended to operate as an independent regulatory agency but 
there’s indication that perhaps some coordination and collaboration has occurred between the 
Executive Branch and the PUC leading to undue influence.
 
As a member of Senate leadership and the state’s Joint Standing Committee on Energy, Utilities, 
and Technology Committee charged with reviewing energy issues facing our state, it is my 
obligation to ensure that the PUC and its Commissioners are acting in accordance with law.
