(Page 1 of 4) Indeed all praise is due to Allah and we pray for His assistance and forgiveness. We seek refuge in Him from the Evil of our souls and our misdeeds, for who Allah guides will not go astray and he who sends astray won't come to the right path except by His leave. I also bear witness that none deserves to be worshipped beside Allah, and that Muhammad is both His servant and Prophet. My Islamic nation Peace, Allah's mercy and blessings be upon you, Henceforth: Congratulations on the arrival of the Holy Month of Ramadan, the month of both the Qur'an and fasting and the month of the nightly prayers, alms-giving and Jihad, so let's strive in worshipping and avoid what keeps us away from glorifying Allah, Almighty. Effects associated with the enormous climate changes (TN: begin footnote) using such expression without mentioning the view of Shari'ah concerning earthquakes and discord seems purely Western. The secularists maintain that these are natural disasters we must confront. In other words, they are saying, we are able to stand up to Allah and confront His judgment and they have neglected what is stated in the Qur'an concerning these events. (TN: End footnote) Indeed, what our Ummah is experiencing, of effects associated with the enormous climate changes and the great suffering the natural disasters are leaving behind that now become prevalent throughout the Muslim countries, renders the traditional relief efforts insufficient. (TN: Begin footnote) Relief work is mentioned as the only solution for these disasters, without warning that it is a plague or suffering from Allah Almighty, and the first solution is faith and correct deeds. One of the correct deeds is assisting Muslims. Once again, the speech is outside a required legal foundation. (TN: End footnote) Although the provision of tents, food and medicine will always be crucial, the afflictions are taking a larger shape and volume, hence, the quality, method and timing of aid must be equally improved.     Similarly, we are in need of making major efforts in our relief work, as those victimized by the current climate change is a very large number, expected to rise. According to the studies, this number is higher than the number of people victimized by wars, for which the states recruit their strongest men, offer their best training and slash major portions of their budgets. Regionally, the countries are annually spending 100 thousand million euros on their armies, devoid of any effect on the Palestinian issue, and the relief work is still considered secondary while its resources could not be compared to that of the military. Had only 1% of such expenditures gone to relief, together with a sincere and experienced workforce, the earth's face would have changed, likewise the poor people's condition would have improved much decades ago. On the other hand, what we are experiencing today (drought growth, particularly in Africa, and flooding in other regions, which in days left behind thousands dead and millions of victims forced to be displaced in Pakistan alone) imposes a moral duty upon the good-hearted and determined among the men, to move earnestly and rapidly in rescue of their Pakistani Muslim brothers. For the calamity is considerable and beyond description, whilst requiring massive means. To observe this you need to send delegations to look into this tragedy in reality. You have seen one of your Muslim brothers in Pakistan, covered in water up to his chest while trying with both hands to hold two of his five or six year old children above water. So, have you wondered what might have happened to the rest of his children, or haven't you heard about the women who are imploring you by Allah, the Glorious and Almighty, divine right to come to their rescue. It is incumbent, upon everyone who is capable, to aid the Muslims in Pakistan and demonstrate concern towards their precious being. Millions of children are left in the open, without a suitable living environment, including good drinking water, which has exposed them to dehydration, dangerous diseases and higher death rates. I pray to Allah Almighty to grant them both relief and mercy. And owing to the high frequency of such disasters caused by climate changes, the effort must not become merely one of providing temporary assistance, rather, to set up a distinct relief organization (TN: Begin footnote) Kindly see the comment about the relief organizations at the end of the speech. (TN: End footnote) endowed with the knowledge, experience and financial capability crucial for the effective dealing with such more frequent, diverse and massive consequences of climate changes. It is therefore incumbent upon such an organization to shoulder the numerous tasks and major duties that would require the collaboration of those who are sincere. Among its duties, for example, would be… (Page 2 of 4) First: To research the residential compounds built along the banks of rivers and valleys in the Islamic World and the prospects of future disasters as a result of climate changes. For what disastrous floods have befallen the city of Jeddah in the past was expected for a simple reason, Jeddah and many other cities were not only built over the banks of valleys, many of their structures and residential buildings were constructed over the entire valleys' paths. I am not pointing to whose responsibility that was, for such may be discussed in a different time. Yet I am attempting to portray what took place, to avoid similar flooding disasters and to find fundamental solutions for the dangers that threaten people's lives. Additionally, it is essential that all dam and bridge safety regulations be examined and revised. Second: What is also required is to do what is needed towards the countries that are or may be afflicted with famines resulting from wars or climate changes, for the famine most likely gives early warning a year or more prior to taking place; delaying the relief and essential aid would result in a large number of deaths, in particular among children, while those who may not die may not escape malnutrition and some form of brain damage. Third: The establishment of development projects in the ravaged and poor areas, as there is excellent opportunity for establishing such projects since only modest spending is required. For example, the construction of regulators (TN: Or diversions) and canals in the countries where rivers or seasonal valleys are flowing, such as in Sudan, Chad, Somalia and Yemen. Based on field work in Sudan, the cost of a regulator (TN: Or river diversion) capable of irrigating tens of thousands of acres, together with the main and tributary canals, which also means providing assistance to tens of thousands of people, is about two hundred-thousand euros, more or less, based on the proximity or remoteness of the required construction material. Fourth: Work towards realizing food-security, as the reports stated that if a calamity befalls any major wheat exporting country and causes a cease in exports, many countries worldwide, and in our region particularly, shall experience deadly famine in the full sense of the word. At that point, the money would not stave off the deadly hunger as long as the bread, the main nourishment, is lacking. Whereas Sudan is endowed with rain-irrigated agricultural land of an area estimated at two hundred million acres, only little of that area has been cultivated. So, it is essential to raise peoples' awareness about such dangers and to encourage the merchants and their families to entirely devote some of their sons to relief and agricultural work; the merchants today are the field knights who may rescue their nation from the predictable horrible famines. So, it is essential to focus on this aspect and avoid investment in unproductive sectors, while it is also wrong to rule out investing in agriculture based on the current circumstances and on the grounds that such requires great effort while the profits are small compared to other forms of investment - for the issue is not an issue of losses and profits, it is an issue of life and death. However, one must also observe that agricultural investment requires perception, while the contracts must secure the investor's rights and not impede his work. Also be informed that the main investment underpinning is the independence of the state, the state must not be involved in the administration. For instance, some of the investment experiences in Africa were encouraging and some were not, as there is association between the success of investment and the people where that investment is made. Some people have an advantage when working outside their country, owing to things like the association between certain workforces, or may have advantage within their countries when in other association with certain elements, provided that such elements control the upper departments and the most crucial division of work. (Page 3 of 4) Fifth: We need to raise Muslim awareness about the dangers associated with depleting the underground water used for agriculture that is not renewable, while it is crucial to establish a network of pipes that joins the agricultural wells with the main network of drinking-water, in order to be used in times of necessity. And last, I encourage my Muslim brothers to be kind and give out all they could to rescue the weak and relieve their suffering. Whoever relieves a believer's suffering, Allah will relieve an Afterlife of distress for. So, we should work for that and ponder Allah's words, Glorious and Almighty: And whatever good ye send forth for your souls ye shall find it in God's Presence,- yea, better and greater, in Reward and seek ye the Grace of God. For God is Oft-Forgiving, Most Merciful. I pray to Allah, the Great Lord of the splendid Throne, to grant the Muslims' martyrs mercy, whether those killed during wars and Jihad in Allah's cause, or who drowned in the sea of that flooding, and to ease for them inside their graves and admit them to Your heaven (to replace them in their families) and to compensate their relatives well. He is indeed the Patron of this and capable of it. (TN: Supplication seeking Allah's forgiveness) The comment about the relief organizations: First: for your information, the relief organizations are all working according to regulations set forth by the United Nations; those which are inconstant they will not recognize or they may even outlaw on terrorism grounds or for not conducting their business in harmony with international relief work standards. I know a person in charge of a relief organization calling itself "Islamic" and headquartered in London. He is the person in charge of all relief work for Pakistan. I have talked to him concerning the relief of war victims, e.g., in Waziristan and whether it is possible to use such an umbrella to assist the Mujahidin, for there is no contradiction since the Mujahidin are also victims and they have both sick and wounded families. He said that this is next to impossible, as they are watched by the intelligence and governments, and without recognition and facilitation they could not even breathe. He said that they are particularly subjected to a stricter monitoring owing to their name, which indicates their Islamic affiliation. They even have to prove that their intentions are not incompatible with the United Nations laws pertaining to nondiscrimination based on religion, while every now and then have to provide assistance to non-Muslims, and hand-out gifts to and help Christians in their religious holidays!! They also have to provide aid to the poor Hindus, and are required to hire a certain percentage of females in compliance with the principles set forth by the United Nations that prohibit discrimination based on gender. Thus, no restriction for how females dress or appear is permitted. So, I have seen their females during Pakistani earthquake relief work, no different than the Western females, despite the fact that they are British Muslims who have Pakistani origins. However, in Pakistan, they are wearing tight pants, full makeup and are running side by side with men. Despite all of the above, the brother in charge claims it to be "Islamic" work. Neither could the principles of the relief organizations possibly be Islamic nor could the services it provides possibly be good for Muslims and according to their needs, so how could we possibly call for establishing a distinct relief organization!? Second (Page 4 of 4) Performing field studies and food-security development projects and establishing the pipes' networks, all of the above while there is no single Islamic state on the face of the earth, appears to be peculiar. So does the reality of Muslims permit them to accomplish this? That they resolve and confront the natural disasters -while such is basically both affliction and torture by Allah- having in mind that they have got no right to implement the rule of Shari'ah in their lands. Again and again, I have been thinking but could not reconcile my thoughts. What is stated in the speech seems to be discussing a very advanced phase and is assuming the Islamic state is actually established in one country, but advice is offered to another. Third: The expressions used, such as (the field studies, the development projects, the food-security and the establishment of pipes' networks, then the agricultural investment independent of the state, followed by the climate changes and disasters) in their entirety are expressions used by the West, and bear certain or special understandings.
