A diligent search has produced 130 pages of responsive documents, all of which are enclosed herein. The Chicago Police Department was not previously able to respond to this request since there was a technical issue with e-mail system that had to be corrected. Attached please ?nd a letter from the vendor that CPD contracted to resolve the issue which identi?ed the problem, the work it entailed to ?x the issue and the time the work would take to complete. Please note that the enclosed documents have been redacted pursuant to? the various exemptions under the Illinois FOIA. Speci?cally, under 5 ILCS we have redacted unique identi?ers such as home addresses, personal telephone numbers, employee identi?cation numbers and personal e-mail addresses. Lewin, This document outlines the DataCove email archiving issue, the resolution to the issue, and an estimated time the solution will complete. The issue is the inability to search the Sender (or FROM) search field by email address of an internal user in the chicagopoliceorg domain. The only way to guarantee all emails from a person is by using the assigned email address and NOT by using any friendly representation of the email address. The cause of the issue is on the mail environment. On the email client side the emails are being sent as a non-standard RFC email. The DataCove receives the non?standard RFC email to be processed for archiving and index. Due to the format of the email the index engine will have the Last Name searchable only. Standard format of the email will have the friendly name in doubie quotes or an escape character for the comma character. The non?standard RFC emails are still present in the Chicagop'oliceprg mail environment, but we have a solution to take care of this. The proposed solution is reprocessing all emails into a new DataCove system running the latest updates. This involves migration all emails through the internal network from the old DataCove to the new DataCove. The new DataCove will re?process the emails and ?x the identified problematic non?standard RFC email field. The Sender (or FROM) search field will be sea rcha ble by email address. Migration will consist of two phases. First phase Tangent will make best efforts to migrate the targeted 51 email users within 45 days. Second phase of the migration process will transfer all emails. The preliminary estimate of the second phase duration of migration process may take 118 days to complete. Both phases will transfer the emails securely and ensure no data loss during migration. The accuracy of estimation of both phases will be solidified once the migration process is started. At the end of the migration and re?processing searching will be online. One significant hindrance is that officers would have to be able to testify that they did not observe the person park or step to unload passengers or goods. This would require the officer to observe the driver for about three blocks in' heavy traf?c. A much simpler and effective approach would be to designate an alley for no through traf?c. 9?20-010 One?way streets - Through traffic prohibited on certain public ways. The commissioner of transportation, subject to the review and approval of the executive director of emergency management and communications where appropriate, is hereby authorized, subject to the approval of the city council, to determine and designate one-way streets and alleys, and he shall erect and maintain appropriate signs giving notice thereof. Signs indicating the direction of lawful traffic movement shall be placed at every intersection and alley where movement of traf?c in the opposite direction is prohibited. Upon those streets and parts of streets and in those alleys so designated as one?way streets or alleys, vehicular traffic shall move only in the indicated direction when signs indicating the direction of traffic are erected and maintained at intersections and alleys where movement in the opposite direction is prohibited. it shall be unlawful to operate any motor vehicle on an alley or any other portion of the public way on which through traffic has been prohibited by the posting of an appropriate sign, other than for the purpose of gaining access to or leaving property that is adjacent to such portion of the public way. The operation of a motor vehicle on an alley or any other such appropriately marked portion of the public way located between tWo streets intersecting with such portion of the public way without parking, or without stopping to load or unload passengers or goods, shall be prima facie evidence of a violation of this subsection. The offender is most likely someone known to him and this is not likely to be a random shooting. The victim has over thirty arrests since 2000 and he is a convicted felon and convicted sex offender. The victim's last known address is on the 4600 block of N. Sayre on Harwood Heights. His arrests are scattered all across the northwest side including the 16th and 25th Districts. i will be having a phone conference at 9:30. If i find out any more details about why the victim was there and what the nature of the conflict was about, i will call you. 'for Court Advocates At 12:25am on Monday night, two men were attached by seven individuals on the Kedzie Brown Line station platform. The victims (two brothers) were waiting for the train when offenders approached them and told them to show gang signs. The victims told offenders that they were not gang members at which time one of the offenders struck the victim on the head with a machete. The offenders fled but were quickly found and arrested by 17th District police officers. The incident was also caught on video by cameras installed by the CTA. The victims are from Evanston with no known gang af?liation. The victim that was struck in the head was taken to Swedish Covenant Hospital and is reportedly in good condition. The offenders included four adults and three juveniles, all with gang af?liations. The four adults were charged with with robbery and aggravated battery and reportedly did not live in the ward. The juveniles have also been charged. A big thank you to the quick action of the 17th District officers. Anny Corps of Engineers released an advisory to notify the community that, beginning this fall and continuing through October 2018. herbicide application is scheduled for the Homer Park Section 206 Aquatic Ecosystem Restoration Project. Under the authority provided by Section 206 of the Water Resources Development Act of 1996, the Corps may plan, design, and build projects to restore aquatic ecosystems for fish and wildlife. Herbicides will only be applied by individuals licensed by the State of to apply pesticides, in accordance with EPA regulations. I called 911 and reported that was unsure if the perpetrators were still in the building. I ended up calling 911 twice and I took 2 and 1f2 hours for one patrol car to arrive. It took approx 7 hours from the time I called for an ETto arrive to take ?ngerprints. sent an email to the mayor (no response) and another to the district sergeant (he called me back). I am appalled at the lag in response time after calling 911. I am also concerned that there is a lack of availability of CPD in this neighborhood to even be sent to/arrive at 911 destinations. I know you are well aware of the parking difficulty at the main building. was one of many parents who was asked to arrive early today to assist the children in finding their classroom assignments and carrying supplies. I parked on State St. to hopefully minimize congestion near the school. (I come in from Bridgeport for the RGC program.) I did not see the street sweeping signs that were halfway up the block. Many other parents also parked on State - eventually we had no choice, and it was recommended by the school. i was highly dismayed to see a traffic enforcment vehicle out there writing tickets on the first day of school. Mayor Emmanuel and Ms. Byrd-Bennett have practically fallen over themselves asking parents to be involved with their kids' schooling and to walk them in on the first day. How were we repaid at South Loop? With 560 parking tickets. Posing as Utilities ComEd is warning residential and business customers to be on the alert for scam artists claiming to be a ComEd representative seeking payment. Over the last few weeks, the company has seen an increase in reports of individuals calling both residential and business customers falsely claiming to be ComEd representatives and telling the customer their service will be disconnected unless payment is "made. They instruct the individual to buy a prepaid credit card and call them back with the personal identification number (PIN). Variations of the scam include stories that the customer's billing cycle has changed and payment is needed immediately, or that the account'is past due and immediate payment is required to avoid disconnection of service, or that the customer's previous payments were not accepted or processed. "ComEd wants to protect all of its customers from these types of deceptive schemes. ComEd Urges Customers to be Aware of Scam Artists Peeing. as Utilities ComEd is warning residential and business customers to be on the alert for scam artists claiming to be a ComEd representative seeking payment. Over the last few weeks, the company has seen an increase in reports of individuals calling both residential and business customers falsely claiming to be ComEd representatives and telling the customer their service will be disconnected unless payment is made. They instruct the individual to buy a prepaid credit card and call them back with the personal identification number (PIN). Variations of the scam include stories that the customer's billing cycle has changed and payment is needed immediately, or that the account is past due and immediate payment is required to avoid disconnection of service, or that the customer's previous payments were not accepted or processed. "ComEd wants to protect all of its customers from these types of deceptive schemes. ComEd will never ask a customer to purchase a prepaid credit card to make a paymen on a bill," said Val Jensen, senior vice president of Customer Operations for ComEd. customers have concerns about the status of their account, they can call us at 1?800- EDISON1 and a representative will be happy to review the account." The Illinois Commerce Commission is advising customers that in most cases utilities ar required to provide advance notice prior to disconnection of service and when in clout customers should call the utility or visit its website to verify their account status and the utility's authorized payment methods. People that believe they have been a target of a phone scam are urged to contact the Illinois Attorney General?s office toll free at 1-800?386-5438 (TFY 1-800-964-3013) or visit the Illinois Attorney General's web site at llinoisattorneygeneral. gov and click on the link "Protecting Consumers". ComEd reminds its customers that scammers may call or come to your home or business. Representatives from ComEd always carry proper identification and never as customers for cash or personal financial information. In addition, ComEd indicates they will never call a customer and ask them to immediately pay an outstanding electric bill over the phone to avoid an interruption service. Customers that are scheduled for disconnection due to a past due balance wi receive an automated phone call days prior the disconnection stating the amount owe to avoid service interruption. Additionally, through mail, customers will receive a har~ copy disconnection notice in compliance with the Illinois Administrative Code. Customers can avoid being scammed by taking a few precautions: Never provide social security or personal information to anyone initiating contact with you claiming to be a ComEd representative or requesting you to 13 Wage. Over .the last few weeks, the company has seen an increase in reports of individuals calling both residential and business Customers falsely claiming to be ComEd representatives and telling the customer their service will be disconnected unless payment is made. They instruct the individual to buy a prepaid credit card and call them back with the personal identification number (PIN). Variations of the scam include stories that the customer's billing cycle has changed and payment is needed immediately, or that the account is past due and immediate payment is required to avoid disconnection of service, or that the customer's previous payments were not accepted or processed. "ComEd wants to protect all of its customers from these types of deceptive schemes. ComEd will never ask a customer to purchase a. prepaid credit card to make a payment on a bill," said Val Jensen, senior vice president of Customer Operations for ComEd. Customers that are scheduled for disconnection due to a past due balance will receive an automated phone call days prior the disconnection stating the amount owed to avoid service interruption.
