Medina County Solid Waste District Central Processing Facility Fact Sheet January 2015 THE MEDINA COUNTY SOLID WASTE FACILTY (CPF) IS OPEN & RECYCLING! The Medina County Solid Waste District has historically managed solid waste programming/activities through a single operating contract. This fact sheet provides information regarding the District's continued management of its existing solid waste functions - transfer, disposal, recycling processing or resource recovery of solid waste, recyclable material and yard waste through separate and individual contracts. The District has coined this management method, "The Sum of All Parts". KEY INFORMATION The Board of Medina County Commissioners (Board), acting in its capacity as the Medina County Solid Waste District (District) owns the 45+ acre parcel located at 8700 Lake Road, Seville, Ohio, home of the District's Solid Waste Facility (Facility). The current solid waste processing contract with Envision Waste, LLC., expires on January 11, 2015. The Board has elected not to pursue a 5-year contract extension, and instead has authorized the District to proceed with bidding separate and individual contracts. The District employs six (6) County personnel that will remain at the Facility to operate the scale house, manage the multiple on-site contractors and to continue existing District programming. The first of several contracts to be managed by the District was awarded to Kimble Company for Interim Transfer, Transport & Disposal of mixed solid waste (MSW) from the Facility beginning January 12, 2015. The following is a detailed description of EXISTING and NEW contract opportunities and program initiatives that the District is actively working towards: DROP OFF RECYCLING CONTINUES AT THE FACILITY! The District has historically operated a drop-off recycling program for multi-material collection at the Central Processing Facility (CPF). In year 2012, of the 4,327 tons of recyclable material shipped to market from the CPF, a total of 559 tons of recyclable materials were collected via the recyclable drop-off bins at the CPF, plus 395 tons of glass collected via the County-wide glass igloos, representing twenty-two percent (22%) of all materials recycled. The recycling bins at the CPF remain available to County residents who prefer to drop-off recyclables and will not be affected by the on-going contractual changes. We are also happy to announce that beginning January 12, 2015, glass may once again be included with the recyclables dropped off at the 8700 Lake Road location as well as all plastics #1-#7. Drop-off recycling will soon be expanded to offer additional community recycling opportunities. NEW - SINGULAR COMMUNITY DROP OFF RECYCLING CONTRACT The District will soon be expanding drop-off recycling opportunities to thirty seven (37) other/additional County wide single stream drop-off locations. The term "single stream" defines all recyclable materials, including paper, newspaper, glass, plastics, aluminum, steel and cardboard (fiber) to be placed into a single bin. The successful bidder of this contract opportunity will service the bins and process the recyclable material through their single stream processing system to ship recyclables to market. "Single Stream Recycling" is a common method used for recycling throughout Ohio and the United States. The District is pursuing agreements with other local governmental entities, i.e. Cities, Townships, Villages, School Districts, to site the community recycling drop-off bins as a partnership arrangement and to make recycling opportunities more convenient in our neighborhoods. Page 1 of 2 YARD WASTE DROP OFF CONTINUES AT THE FACILITY! The District will continue to accept yard waste at the Facility at no charge. In year 2012, the District accepted 11,025 tons of yard waste at the CPF. That same year, the District sold 7,469 bags of "soil enricher", 140 tons of bulk compost and 121 tons of mulch. Yard waste will continue to be managed at the Facility, but will also be expanding to make drop-off more convenient and accessible to County residents. NEW - SINGULAR CLASS IV COMPOST FACILITY CONTRACT The District will soon be expanding yard waste composting opportunities to include three (3) satellite locations for acceptance of yard waste within the District. The District is pursuing agreements with other local governments, to site the satellite yard waste locations as a partnership arrangement to make the drop-off of yard waste more convenient to our densely populated areas. NEW - SINGLUAR MIXED WASTE PROCESSING CONTRACT The District recently commissioned an independent assessment of the existing mixed waste processing equipment to make determinations in the strategy for bidding this component of solid waste management performed at the facility. The assessment has provided valuable information to the District for the preparation of bid documents. With detailed information regarding the existing equipment, it is expected to encourage a wide response from eligible bidders. SPECIAL WASTES RECYCLING CONTINUES AT THE FACILITY! The District has historically managed individual and separate contracts for the collection and recycling of special wastes (household hazardous waste (HHW), electronics, tires, appliances, fluorescent bulbs, etc.) The District will continue to bid out and manage these twice annual collections/programs and offer expanded services through cost effective measures to further increase awareness and participation. EDUCATION AND OUTREACH EFFORTS CONTINUE! The District has historically provided solid waste education and outreach to residential, commercial and industrial sectors of the community. The District intends to increase its contact and programming within local schools, civic groups and communities. District personnel recently met with Medina County School's Educational Service Center Curriculum Committee to discuss an in-school presentation schedule on the management of resources and the solid waste stream. District personnel also met with the superintendents from all of the Medina County school districts to discuss potential partnerships between the Districts and individual school districts for the placement of drop-off recycling containers on school-owned property that could be complemented by the District's educational and outreach offerings.
