The City and County of San Francisco requests sole source approval to utilize the vendor Harris, for the purchase of RF signal collection equipment for the San Francisco Police Dept. The equipment will provide the department with the capability to detect speci?c mobile devices active on a wireless telephone network related to threats of terrorism and major violent crime. This capability is based on proprietary Harris technology which can analyze distinct wireless protocols. This project will include the Harris equipment and software, the associated costs for the required performance bond, standard training, freight and taxes, future software upgrades, and a one year maintenance agreement with 24 hour telephone support. The San Francisco Police Dept. will be utilizing both UASI and funds to purchase this equipment. 3. Describe your organization?s standard procedures when sole source contracting is considered, including the conditions under which a sole source contract is allowed, and any other applicable criteria (Le. approval requirements, monetary thresholds, etc). Request for sole source notification must be made through the San Francisco Police Department purchasing division. A secondary waiver form must he completed and submitted with the package to the City with a Human Rights Commission Waiver Request (ERG-201.) An explanation for the purpose of the sole source, such as proprietary manufacturer, patented design, proprietary manufacturing process that cannot be duplicated elsewhere. 4. Describe why the award of a contract is infeasible under small purchase procedures, sealed bids or competitive proposals. Please provide details. The Harris Government Communications Systems Division Wireless Products Group products are only available only through Harris and are not available through resellers or distributors. Harris also offers specialized training courses for this product directly to purchasers and the training is unavailable through resellers or distributors. The equipment requested is proprietary and is only available from the Harris company and is law enforcement sensitive and may only be discussed with sworn law enforcement officers, the military, or federal governmant agencies. Further, the equipment and its capabilities are entirely protected under non-discloser agreements and federal law. In addition to the equipment, Harris provides training for this equipment and are also the only provider of training for this this particular line of RF signal collection and analysis equipment and software. Although RF signal collection and analysis is a technical process for which many state and local agencies are not equipped, the Harris line of products are commonly regarded within law enforcement circles as the only practical option, due to the relatively moderate learning curve. The other outside user- agencies provide a potential network for inter-agency mutual aid and coordinated assistance. Based on departmental research, Harris is the only source and distributor for this man- portable and dual-mode system and compatible accessories, including mapping software (CDMA, GSM, UMTS), training and maintenance. b. A public urgency or emergency will not permit a delay resulting from competitive solicitation. The SFPD has researched other vendors and although there are products that are somewhat similar, their actual costs are 30% higher than Harris. Please attach a copy of the cost bene?t analysis prepared for this procurement. The cost analysis, Cal EMA SSRF mu 12.61110 verifying the proposed cost data, the projections of the data, and the evaluation of the Speci?c elements of costs and pro?ts, is required. The San Francisco Police Department currently owns the ?rst generation of the Harris RF Signal Collection System, which was compatible with 2G phones. This device acts as a cell tower receiver and provides location positioning of a targeted phone. However, based on current, updated cell phone 3G and 4G network protocols, this device is no longer suf?cient for the needs of the City and County of San Francisco. The new RF Signal Collection System is an upgraded mobile device in which signals are received by the device and provide an initial data point that can then be repositioned to collect additional data points with which to provide an accurate location assessment. The device is portable, does not rely on the location of cell phone towers, and at a cost of approximately $355,000 is signi?cantly less expensive than the only other possible vendor. There are several methods of location positioning available today: Timing Advance, Enhanced Observed Time Difference (E-OTD), Global Position System (GPS), and Uplink? Time Difference of Arrival however, these devices are not always practical. For example, Timing Advance can only be used on a GSM phone, E-OTD requires specialized software to he installed and enabled on the targeted phone, and GPS only provide accuracies within the range of 50 to 100 meters and requires line?of-site access. Of these methods, U-TDOA provides the most useful method for location positioning as it uses cell phone tower triangulation to identify the location of a targeted phone. The vendor TruePosition? holds a patent on the use of U-TDOA for location positioning and is the only potential alternative for the department. However, there are several problems if this vendor were to be selected. First, the department would need to license several specialized platform packages from the vendor and develop special agreements with all the cellular carriers. Second, the TruePosition equipment is stationary and would require the deployment of an unknown number of Local Measuring Units (LMU) to act as signal relay points. Because the signal strength is dependent upon proximity of the various units, signi?cant study would be required to determine the proper number of these LMUs. Based on this analysis, the cost of the study, the development of agreements with cellular carriers, and the purchase of an unknown number of LMUs would run into the millions of dollars. For these reasons, this vendor and its product were rejected. In addition to the technological considerations, the department also explored the issue of the use of manpower. Departmental personnel were previously trained on the original Harris RF Signal Collection System, so pro?ciency in the operation of the new equipment would he seamless. Additionally, based on the portability of the upgraded Harris RF Signal Collection System, the department will be able to deploy the equipment to various sites rather than being faced with monitoring multiple, ?xed sites which will result in salary savings to the department. .
