He would review those and send them to the operator dripping in red pen, to the point of making them unreadable. He would correct the amount of cement required for a plug even though there was sufficient cement to complete a plug according to the rules. iwaa getting complaints from operators in my area about: him even than. i had to ask Guy Grossman to not have him work anything in my area oi the district. in 2010, called me concerning centraliaers on the completion report i submitted. Mr. Wright stated specifically that therewere not enough centrallzers and told me on the phone that i would have to write a letterto him (not the Commission) apoloan for that fact and that it would never happen again. He did not even consider that he may be wrong {which it turned out he was). He had calculated the number oi stabilizers based on incorrect casing The arrogance that he presented when he spoke to me on the phone was both unprofessional and rude. i wound up hang up the phone on him. I have not sent in a completion reportto the Comm Ission for our CentraiTeaas Properties the Wright hold up for some reason. Admittedly. hasn't had Mr. there is some legitimacy to his findings but most are administrathn and punitive. Again, Mr. Wright becomes an effort in futility in that he will not give any operator the benefit of the doubt and considers himself right In all cases. in June of 2012, Mr. Wright held up another completion report stating that we did not have enough cement on a castlron bridge plug citing a 1387 NTO from Rich Vereia. At the bottom of the NTO it stated that an allowable may be assigned to a well in this case but the operator will have to re-enter the well and properly plug it prior to abandonment. Guy Grossman was working for a consulting firm and over and settle this issue with the get the paperwork moving beyond the District of?ce to proration. Once again he did not completely read a directive causing paperwork to be held up unnecessarily. There were also some minor paperwork glitches that were corrected to the w- 1 and W-lS?s in this case. in August of 2012, i sent in a P-B to the Commission for a well that was producing at the time in excess of 200 bes/day with a storage tank capacity of 800?bbls whidt he approved the P- 8 for. The reasoning was thatl did not provide an estimated initial production rate to get excess approval. i di however respond with this: Our P-B (attached) states that we have approximately 200 in our tanks as 0! August 15, 2012. Our 9-4 (attached) also shows the date of first production was on August 7, 2012. Therefore, if one calculates production as of the date otthe P-B one can calculate a daily total of between 25 and 28- per day which would give us capacity ill our production does not increase) of approximately 21 additional days before we reach capacity. Once again Fred issued with the understanding that when the well is plugged it insists that his reading of rules and orders is the only way to interpret them. have listed all the perfs on the w-a as he requested. have been working with th concerning this well. The folks with the REC in Austin and i decided that it was previous submittal thatl should this w-a as a completely new packet. Once again his inability to than out o! the boat ls maddening. Mr. Wright is usually in some form or manner cor rect but does not realize las Guy Grossrnan stated many times) that the intent of the rule or order may not be as biact and white as seems to thlnis. He refuses to work with an operator and generally acts unprofessionaliy resulting in a stalemate with the public and business. wo ?xed at the Commission and considered myself a public servant paid by the taxpayers. As such it was my duty to worlt the public. i can state find the personnel at the REC easy to worit with. intelligent. hard working and willing to help an operator or the public but since the beginning, Mr. Wright seemsto pu himself above the public. treats operators and those that work with him with dlstaln and consistently in an antagonistic manner.
