Officer Welch made initial contact with the four individuals and I began to se the area they were last hiking in. The initial report from the hikers was that they Were running from a b. Ref: 14-11008-0F While on patrol, Of?cer McQuaid and I responded to the vicinity of 581 Macopin Road, to assist a lost Upon arrival I met with and As I approached the individuals, I observed walking south bound on acopin Road toward my patrol vehicle. . .. and advised me that they encountered a black bear, and they all ran in different directions. his friend was still unaccounted for. I applied a bandage to minor scratches on the arm of i. and notified headquarters and Of?cer McQuaid about the missing hiker. I entered the woods behind the residence at 581 Macopin Road and headed south, while of?cer McQuaid entered the woods at the Apshawa Preserve parking lot onNorthwood Drive, and head (1 . As Of?cer McQuaid and I were approaching each other I I hikerstated that At this time I was advised that West Milford Township Police Department Page: 3 Incident Report 09/24/2014 Incident Call 14-11008 Search and Rescue would be responding to aid in the search. Officer McQuaid and I separated to continue our WM At this time Of?cer McQuaid was called from the search, to respond continue our serch. A short time after, I another emergency Search and Rescue was currently on scene, and I advised them that I would search Camp Ocawasin, a nearby camp ground, in my patrol vehicle. There was nobody at the camp ground so I proceeded to the Apshawa Preserve parking area so I returned to the Search and Rescue vehicles at 581 Macopin road. At this time, search and rescue had entered the woods to begin their search. I was advised that search and rescue had encountered a bear, who as acting aggressively, and not leaving the area. I was also advised that the search and rescue may have found a body, but they were concerned about the aggressive bear. I re?entered the . I. I. .. and 3 members of the search and rescue team. AS we met up ther membs of the team, served a black bear in the distance. The search and rescue members were their Whistles, trying to move the bear from the area . eadquarters was noti?ed. After I determ ed that the scene I I taped off the scene where the was located with yellow crime scene tape. I then continued to tape off the area where the bear was terminated9 .. .. . .. . . . . . - Sgt. Walker arrived on scene, and a cnrne scene sign in sheet was started. arrived on scene and pronounced the victim at 1913 hrs. The Passaic County CSI team arrived and began their investigation along with the detectives from the West Milford Police Department, NJ DEP, and Medical Examiners Of?ce out of Newark, NJ. At this time I was releaved of my duties on scene. Headquarters notified, all appropriate forms faxed to NJ Division of Fish and Wildlife. NARRATIVE FOR (PROVISIONAL) JOSEPH WALKER Ref: On 9/21/2014 at approximately 1542 hours West Milford dispatch recieved a 911 call of a lost hiker in the woods. Apparently 5 hikers entered the woods and came across a bear at which point all 5 hikers ran off however one hiker was still missing. Of?cers Welch and McQuaid responded to the area of 581 Macopin Road to meet with the reporting parties. West Milford Township Police Department Page: 4 Incident Report 09/24/2014 Incident Call 14?11008 When Of?cer Welch got to the scene he was able to supply me with the cell phone umber of the party missing in the woods who was identi?ed as Darsh Patel from Edison NJ While we were getting this information, we also contacted "xi-355?. 51:731933' West Milford Search and Rescue to assist with locating the missing hiker and he authorized the activation of the team. The team then responded to 5 81 Macopin Road where they began there search of the heavily wooded area known as the Apshawa Preserve. At approximately 1754 hours, dispatch was advised by a search and rescue member that a body had been found in the woods and that it was located on property owned by Passaic County. The Passaic County Sheriffs Department was noti?ed and would be responding to the location with Of?cers and the Crime Scene Unit. Of?cer Welch was noti?ed by radio to meet with the search and rescue team so he could be led into the woods to the location of the body. I then went to the scene on Macopin Road with Of?cer Frassa. We then can int the heavily wooded area entering behind the house at 581 Macopin Road. West Milford Township Police Department Page: 5 Incident Report 09/24/2014 Incident Call 14-11008 Officer Welch was assigned to the Crime Scene Sign-in sheet and recorded each persons information on a'lo g. -. - Once pronouncement was made, i ical examiners office wa contacted and sent an investigator to the scene. Also responding to the scene were members from the Division of Fish and Wildlife to take custody of the deceased bear for investigation purposes. The scene was processed by The Passaic County Crime Scene unit with the assistance of Detective/ gt Singerline and Detective Elia. NARRATIVE FOR PROVISIONAL SERGEANT GEORGE A RICHNAVSKY Ref: 14-11008-OF NARRATIVE FOR STEPHEN SINGERLINE Ref: On 09/21/2014 at approximately 1800 hours this writer was contacted by Lt. Ricciardi regarding a possible fatal bear attack that had occurred within the Apshawa Preserve in West Milford Township. This writer was advised that ?ve hikers had gone into the Preserve earlier in the day and had encountered a black bear. The hikers reported the bear chased the group and they became separated from each other. Four of the ?ve hikers eventually emerged ?om the woods, however, a ?fth had not and was subsequently reported missing by the friends. Search and Rescue had been activated and located a body in the Preserve. Ricciardi that I would respond immediately to assist in the investigation. Upon arrival this writer was advised by Lt. Ricciardi that the four surviving hikers were located near the S858 Deli accompanied by Patrol Of?cers. Sgt. Walker, PO Frassa and PO Welch were still located at the scene where the bed was located. SUPPLEMENTAL NARRATIVE FOR DETECTIVE FRANK ELIA Ref: On 9/21/14 at 18:00hrs., this writer was noti?ed as the on call detective that a body was discovered by West Milford Search and Rescue after searching for a lost hiker in the area of the Apshawa Preserve.
