Carbone Subiecl: Dear Mayor Carbone' I received a Notice of Lien from the tax collector Thomas Crovo for $6.49 from the tax year 2012. Needless to say I was quite surprised. I searched on the city ofTorrington web site and did not find any delinquent taxes. lam very upset with this. First of all have no idea what this is for and the original balance was 51.4 .and if my husband and I owe this than fine but why were we not notified sooner and to be threatened with alien is shameful. We have lived in Torrington for many years and pay our bills, this is just Very sad that we have to open our mail and find that. I hope you can help me with resolving this issue. I appreciate your time and attention to this matter. Thank You, Karen Carter Sent from Windows Mail eDiscovery From: Sent: To: Subject: Timothy Waldron Tuesday, June 10, 2014 1:50 PM Elinor C. Carbone RE: Dr. Crovo the tax collector Good morning Diane, Thank you for emailing. I can certainly understand the frustration that yourself and many others are feeling. For the past several months we have been conducting an audit of records on a number of accounts relating to the Tax Collector’s Office. This is still a work in process and we are aiming for this to be completed hopefully by the end of June. It is imperative that we have a clear understanding of all funds that are being brought in and that we can be assured that all state regulations are being followed exactly. We have had several meetings with the Tax Collector over the past several months and years, and I have continually stressed the importance of customer service, professionalism, and transparency. While many of his practices and policies seem to be burdensome, these issues would not necessarily be gone if the city had a public tax collection office. The tax collector must comply with all state regulations regarding tax collection, unfortunately however, state law does provide for things like late fees, service charges, etc. The notice of lien that some residents had received this week were for taxes that were outstanding. While I wholeheartedly agree that the timeframe for which residents were given to pay was not adequate, the tax collector is required to send a warning that a lien may be forthcoming in the event that outstanding taxes are not settled. I truly wish there was an easy fix to this entire solution, but that is not the case. Even in the event that the city deems fit to break the contract, building a tax office is not an easy task that can be done overnight. This is a massive undertaking and we will need to ensure that we are able to do so in a way that makes sense for all. I appreciate you taking the time to email me. I hope you will not hesitate to do so again in the future should the need arise. He is unethical and totally ripping people off. Not only does he not send back over paid taxes to you but even when they tell yout hey owe you that money you have to PROVE it to them. Then when you prove it to you they tell you that you will get the check in approx. 4 months......REALLY? And of course they are not paying you interest on that time but if you are a day late paying them you get charged a late fee. And how about all the people that just got a tax bill on Monday from 2012 with tacked on interest on taxes they had no idea they owed and they have to pay it by Friday or they will get a lien put on their house, REALLY? I work at a mortgage company and that is not the way it works. 30 Subject: FW: Assistance requested Importance: High Dear Mayor Carbone: To date I have not received the signed Claim Forms which are due to the State tomorrow. (see below) Please know, there is no reasonable explanation for these claim forms not to have been immediately signed and returned to me. As I previously stated, both reports are the sole responsibility of the Assessor. The overwhelming un-professionalism, capriciousness and blatant lack of respect toward their peers the tax office continues to demonstrate, is inconceivable. Through this complaint, we began to read new articles regarding Mr. Crovo and learned of the pending lawsuit and the forensic audit will be taking place. i was wondering if you could provide me any information as to when this audit will take place and when it will be completed? Also, is there any way WFRETS could be made aware of your findings and of any restitution that maybe be given to the homeowners in your jurisdiction? It is our concern that additional customers in your area may be impacted. I would appreciate any partnership that we could form regarding this matter. We want to make sure our homeowners accounts were handled appropriately. Please let me know if you have any further questions or concerns.
