Interdepartmental Correspondence Sheet Da te : July 07, 2014 To : Jeffrey Blackwell, Chief of Police Fro m: Lieutenant Lisa Davis, Community Liaison Commander Co p ie s t o: S ub je ct: Process Improvement Team Recommendation In May of 2014, Chief Blackwell, after reviewing the most recent workload analysis assigned me the task of determining the feasibility of dividing District Three into two distinct areas each commanded by a District Captain enabling each Captain to narrowly focus on a smaller and more manageable geographical area. This would allow for a more focused, strategic, and service driven response to crime. According to the Crime Analysis and Problem-Solving Squad, District Three consistently leads the city in calls for service, Part 1 crime, and reported crime. Moreover, District Three has a large geographical area encompassing 20 square miles to deploy limited resources. In addition, District Three has an emerging Hispanic population which has created a unique challenge for law enforcement. This population deserves a focused and directed police strategy to address crime prevention and explore progressive policing policies. Furthermore, District Three has 14 Group Member Involved (GMI) gangs nine of which are located in the neighborhoods of East and West Price Hill. One crucial step toward the feasibility of dividing District Three was determining whether the Computer Aided Dispatch (CAD) could support this endeavor. Mr. Joe Zenni, the Cincinnati Emergency Communications Center Assistant Manager, confirmed that this was possible. Further, it was determined this would be an opportune time in which to make this transition as the CAD system is scheduled to be upgraded in 2015. This advantage will also enable us to analyze and recommend other changes citywide. Based on CAD’s ability to support this division, I recommend further research into the logistical response, relocation of district boundaries, cost effectiveness, and human resources required for implementation. This research would be conducted via a Process Improvement Team (PIT). With your approval, the recommended individuals for this team are: Captain Russell Neville, Ms. Ella Topham, Lieutenant Maris Herold, Lieutenant Deborah Bauer, and Mr. Blake Christianson (CAPS). LAD
