(RJC) has undertaken to review and provide opinions of probable cost for two options for the North Parkade. The options are alternates to the one reviewed in November 2011 where FH was to relocate their North Parkade users to a newly constructed parkade by the Lark Group. The two options reviewed are: Option 1: Upgrade of the existing North Parkade and construction of a new 350-stall parkade. Option 2: Construction of a new 600-stall below-grade parkade in the same footprint of the existing North Parkade. RJC’s scope of work was to review the options and provide an opinion of probable cost for the construction and design. With this information, FH was to complete the financial model. 1.0 DESCRIPTION OF THE OPTIONS A description of the options along with the opinion of probable cost follows: Option 1: Upgrade of existing North Parkade: ƒ Seismic upgrade to the current BC Building Code. ƒ Parkade to be clad on all four sides in order to “camouflage” the parkade appearance. Surrey Memorial Hospital North Parkade Alternates July 10, 2012 RJC No.: VAN.037631.0028 ƒ Installation of sprinklers, as required, as a result of the cladding of the parkade. ƒ Concrete restoration of the pre-cast and cast-in-place concrete. ƒ Pre-cast joint sealant repair on all levels. ƒ Installation of a traffic deck coating on the top level to mitigate moisture ingress. ƒ Painting of the soffits and existing guardrails. Page 2 Construction of new 350-stall parkade: ƒ The new below-grade parkade will be designed and constructed such that a future building can be constructed over top. Option 2: Construction of new 600-stall parkade: ƒ Demolition of existing North Parkade. ƒ The new below-grade parkade will be designed and constructed such that a future building can be constructed over top. If FH elects to construct the parkade with an allowance for a future building, RJC recommends that the building be designed at a conceptual level in order to coordinate column and wall locations with the parking structure below. Although the parkade and foundations can be designed to support the loads from a future building, if the building is constructed after a change to the Building Code, there is a possibility that a Code revision could mandate an upgrade to the foundations. This would not only be costly and disruptive but could also affect parking during an upgrade. 2.0 OPINION OF PROBABLE COST In November 2011, RJC engaged James Bush & Associates Ltd., Professional Quantity Surveyors (JBA) to develop an order of magnitude cost estimate for the Lark Group study. As the scope of work for the Lark Group is similar to the two new options, and the unit rates provided by JBA are recent, we have utilized these for this current assignment. Soft costs of 25% including design and engineering fees, permits, project administration, contingencies and taxes are included. Parking equipment is not included.
