Helmig Patrol Division Major Bill Stein born POSITIVE NOTEWORTHY RE: Deputies Tyler Brockman and Kevin Vaske DATE: 01/21/2014 Describe the conduct/activity you feel was noteworthy: On 01/20/2014 Deputy Brockman stopped a vehicle for traffic infractions while working drug interdiction along the interstate. Drawing front his training Deputy Brocknzan asked the appropriate questions and made experienced observations which aided in -developing suspicions of drug tra?icking. Deputy Vaske responded and provided backup while Deputy Brockman walked his K9 partner Fraser around the vehicle. Once K9 Fraser gave indication on the vehicle Deputy Brockman had probable cause for a vehicle search. The search yielded a concealed loaded firearm, loose rounds, cash, residual amounts of cocaine and marijuana as well as scales and other items of paraphernalia. Deputies were able to determine through interviews and investigation that one of the two suspects was a convicted felon for dangerous drugs and that the two were on their way to Ohio to purchase more drugs. After the arrests, Deputies worked in concert to transport the subjects back to post, attempt more interviews, log the evidence and complete the but necessary paperwork. Describe what the consequences of this conduct/activity are likely to be: Deputies Brockman and Vaske should be recognized for the ejfort they put into this investigation, as well as for the excellent results they yielded. Deputy Brockntan and his K9 partner Fraser should be commended for their initiative in working tra?ie and drug interdiction to reduce the transportation and presence of illegal drugs and weapons in Boone County. Deputy Vaske should be commended for the time and e?ort he put into assisting Deputy Brockn-tan throughout the entire investigation, even though the entire event took up over half his shift keeping him from developing his own self initiated activity on the road. Deputy Vaske stayed the course and provided backup above and beyond what was expected of him as a backup officer, assisting until all evidence was logged and paperwork was completed. Deputy Brockman?s and Vaske?s individual contributions to the success of this investigation are far outweighed by the teamwork they employed throughout the investigation. They have set an example for other Deputies to follow with their dedication to service and teamwork. He often buys items that are morale boosters and gives them to members of the team. He is always-more than willing to help with extra duties. You could give him any assignment no matter how undesirable and he never complains. He goes above and beyond with everything he does. He keeps Sgt. Brown well informed of events and incidents that he is involved in. Dep. Brockman has an overall 3 for activity. The amount of effort that he puts in everyday is second to none. He is one of the hardest workers on the shift. He takes a great deal of pride in his work ethic, as he should for the results that he produces daily. He is a major factor in the increase of activity within the K9 division this year. Dep. Brockman has always been one of the best when it comes to writing reports. His K9 reports are no exception. He has verydetailed, wellwritten, and concise reports. His documentation is used to teach other K9 handlers the proper wording of reports. His time card and K9 documentation are always turned in on Dep. Brockman has become very focused on narcotics enforcement in the county. with the heroin epidemic in the area his dedication to finding and prosecuting heroin users and dealers along with all narcotics has become invaluable. He has received several positive note worthies for his narcotics investigations and seizures. His stats in this area are extremely high and among the top on the department. He has had several notable seizures throughout the year which are included in his personnel file. i Dep. Brockman has received multiple positive note worthies for his interactions with the public during K9 demos. Sgt. Brown has received many calls from the public commenting on his professionalism and demeanor during these demos. They have gone as far as specifically requesting him next year for their demo. Dep. On September 21, 2013, our department responded to 13810 Dixie Hwy., south of Walton, for domestic trouble. . . Sergeant Stephens, Deputy Bowling,? and Deputy with his partner Fraser arrived at the scene along with our officers. The initial report was the suspect was armed? and had made statements of ?suicide by cop.? After the victim and children were removed from the residence, officers attempted to negotiate with the suspect. The suspect refused to comply with any requests and refused to come out of the residence. It was later learned that the suspect was no longer in the residence, but was in an out building with possible weapons available. The suspect was taken -into custody when he exited the building to possibly retreat into a wooded area. As one can imagine, the scene was chaotic as officers attempted to determine if this was a barricaded suspect or an intoxicated suspect hiding from law enforcement. The assistance provided by the Boone County Sheriff? Department was invaluable as a perimeter "was established. Without the assistance from your deputies, the scene would not have been secure and the perimeter would not have been established. With the assistance of Sergeant Stephens, Deputies Bowling and Broclonan, this chaotic scene was secured, and the suspect located and taken into custody without incident. I want to commend the efforts of Sergeant Stephens, Deputies Bowling and Brockman. Having Deputy Brockrnan and his K-9 Fraser on scene was a tremendous asset when taking the suspect into custody.
