Dinherlc On Wednesday, January 15, 2014, at approximately 1529 hours, Seventh District Patrol officers received a radio run for a shooting in the 600 black of Yuma St SE. Upon their arrival on the scene, decedent Vincent Purvis was found laying in the street suffering from multiple gunshot wounds to the upper body. He was transported to PG Hospital where he was pronounced dead at 1624 hours by Dr. Ryb. The remains of the decedent were transported to the Office of the Chief Medical Examiner for the State of Maryland where a post-mortem examination and autopsy was performed by Doctor M. Koolaee of staff. The cause of deat.h was determined to be multiple gunshot wounds. The manner of death was ruled a homicide. MPD Shotspotter gunshot detection equipment detected 6 gunshots in the 600 block of Yuma St SE. The decedent's body was found on the south side of the street near a walkway to steps that lead into the 600 block of Yuma St SE. Five 9mm shell casings are found in the street to the west of where the decedent's body was found. Broken vehicle glass is found in the street to the north and west of where the decedenfs laody was found. During the course of an investigation, members of the Metropolitan Police Department, Homicide Branch. located and interviewed Witness 1. Witness I stated that it observed a silver Impala in the 600 block of Yuma St SE. IT stated that an occupant/occupants inside the vehicle fired multiple shots at the decedent, causing the decedent to fall to the ground. A door to the vehicle then opened and there was an additional shot fired at the decedent who was trying to stand back up. The decedent then ultimately collapsed and the vehicle fled westbound on Yuma St SE toward Condon Terrace SE. Witness 2 was located and interviewed. IT stated that it heard gunshots in the 400 block of Condon Terrace SE. IT stated that it then observed a silver car with the driver side front and rear windows shot out fleeing on Condun Terrace SE toward Street SE away from the scene of the shooting. Witness 3 was located and interviewed. IT stated that it observed a silver 4 door vehicle tum onto Street SE from Condon Terrace SE at a high rate of speed. IT stated the vehicle was being driven recklessly and almost struck pedestrians. The vehicle continued down Street from Condon Terrace toward Mississippi Avenue SE, hit a speed bump at a high rate of speed, and pass through a stop sign at and C/lw 351/ Wayne SE. IT lost sight of the vehicle afterward. 11' however was able to observe that the fleeing vehicle had the rear driver side window busted out. While canvassing the scene for evidence, detectives located a large pile of shattered vehicle glass in the street adjacent to where the decedent had been shot. This area was later identified by 1 as the location where the suspect vehicle was parked at the time of the shooting Furthermore, the pile of glass is found where the drivers side of the vehicle would have been as described by Witness 1. At approximately 0015 hours on January 16, 2014, less than 9 hours after the homicide, members of the Metropolitan Police Department received calls for a vehicle fire in front of 3674 Hayes St Upon arrival. DC Fire and MPD found a 2013 Chevrolet Impala, silver in color. bearing Virginia registration WTK-2875. The vehicle was ablaze. The fire was extinguished by DC Fire. The vehicle had multiple apparent gunshots to the rear of the car near the trunk on t.he driver side and another apparent bullet hole in the passenger side near tl1e trunk. Furthermore, there was significantly less glass present on the driver side of the torched vehicle than there was on the passenger side of the vehicle. The car was not reported stolen. Also, the car was equipped with a hand brake and other accommodations for a driver with disabilities. A registration check of WTK-2875 revealed that the vehicle was registered to Enterprise Rental Cars. Records also revealed that the vehicle was rented by Robert Lee Osborne on January 14, 2014. The vehicle was rented to Rober1 Osborne as the sole renter and operator of the vehicle. On January l6, 2014, detectives invited Osbome to the Homicide Branch for a voluntary interview. That same day, Oshome arrived at the Homicide Branch and was interviewed by detectives. Osborne is wheelchair-bound. Osborne stated that he rented the car with the accommodations on January 14th, 20l4. He stated that on Wednesday, January 2014, he drove from his home in Rockville, MD directly to the area of Mayfair and parked his vehicle at approximately 1500 hours in a parking lot in the Mayfair neighborhood on Hayes Street NE. He stated he entered the parking lot and backed in to a parking spot to the left (consistent with how police found the vehicle torched hours alter the homicide), He claimed that he broke down his wheelchair and left with a female acquaintance that he would not identify by anything other than nickname of "Nik" and that this process took him approximately 10 minutes. He stated the two lefi in her car. He stated they went somewhere and had drinks, drove to the northwest section of DC and that she left him with a friend. Osborne then claimed he got drunk and paid someone who he did not know and could not identify 20 dollars to take him home to Rockvillc. Osborne was asked how he contacted "Nik." He stated that she called him on his cellular phone (- The detectives, who had seized Oshome's cell phone, asked Osborne for Nik's number, Osborne smted he did not have the number in his phone and that it was written down on a piece of paper at home. Osbome refused to allow detectives to go with him to his home to obtain the number and instead said he would call the detectives and give them this number. While the detectives held tl1e seized cellular phone, "Nik" and her contact infonnation came up on the screen to the phone -- Osbome was asked where the keys to the vehicle were. He stated that he has them and had them the entire time since renting the vehicle. He stated he never loaned the car to anyone. Detectives recovered the key from Osborne and seized his cellular phone as evidence. Furthermore, Detectives observed that the ignition lock in the vehicle was intact and surrounded by anti theft device around and under the ignition lock. The GM Pass- Key system does not allow the vehicle to stan without the proper key that is programmed for that vehicle. Osborne claimed that he knew nothing about the shooting or homicide detectives were investigating. He was asked whether he had learned anything about any shootings or homicides in the past couple of days, either from first-hand knowledge, from others, from news, media, or internet, in recent days and stated no. A forensic examination of Osborne's cellular phone, pursuant to a DC Superior Court Search warrant, revealed that Osborne had performed an internet search for shooting on 8th dc yuma st se" on January 16, 2014 at approximately 0020 hours and accessed an article on the above homicide at WUSA 9's mobile website at approximately 0022 hours. The forensic examination also revealed that Osborne had deleted his call history for January 15, 2014. Detectives obtained the cell site records for Osbome's cell phone account number Osbome's records revealed that Osbome was stationary in the area of his home in Rockville, MD throughoutt morning of 553/ January 15, 2014 until approximately 1313 hours. Osborne then travels toward the District of Columbia and has numerous cell site activations in the general area of Anacostia Park between 1426 hours and 1449 hours. 9 Osborne's next cell tower activations between 1458 hours and 1515 hours place him at a cell tower in the area of the homicide (which occurs at 1529 hours). This cell tower that Osborne's phone activates at is roughly 2000 feet from the homicide. The next cell activation for Osborne occurs at 1532 hours beginning at the same tower roughly 2000 feet from the homicide and indicating a direction of travel leading him from the area of the homicide toward the north and east. Osborne reaches a cell tower in the immediate vicinity of the location the vehicle is found torched at 1618 hours, where his cell sites remain constant until approximately 1646 hours.
